FROM: BRUNO RUMBELOW, CITY MANAGER
MEETING DATE: OCTOBER 3, 2023
SUBJECT: APPROVAL FOR SERVICE REPAIRS FOR FLEET VEHICLES
RECOMMENDATION: City Council to consider approval for vehicle service repairs for fleet
vehicles with Holt Cat, Sam Packs Five Star Ford, Industrial Power,
Classic Chevrolet, Siddons-Martin, Inland Truck Part Company, TLR
Hydraulics, Euless Wrecker Services, Grapevine Ford, and Stewart
Stevens for the Public Works Department.
FUNDING SOURCE: Funds are available in the General Fund (Fleet) for an estimated amount
of $150,000.
BACKGROUND: The Public Works Fleet Department seeks to establish annual contracts
for the repairs of various fleet vehicles throughout the year. We use these
vendors when the scope of the repair is beyond staff expertise. This would
typically included transmission or engine rebuilds in the light vehicle fleet,
heavy construction equipment repairs, and fire apparatus repairs.
Staff proposes to use Holt Cat, Sam Packs Five Star Ford, Industrial
Power, Classic Chevrolet, Siddons-Martin, Stewart Stevens, and
Grapevine Ford for various vehicle repairs including fire equipment with
Siddon-Martin and Stewart Stevens, Police and other automotive
equipment with Classic Chevrolet and Sam Packs Five Star Ford, and
large automotive, heavy, and construction equipment with Industrial Power
and Holt Cat for extensive repairs.
Euless Wrecker Services is utilized for towing needs and TLR Hydraulics
functions as a resource for heavy equipment hydraulic repairs. Purchase
orders will be issued with each dealer on an as -needed basis.
This procurement will be made as a sole source in accordance with Local
Government Code Chapter 252, Subchapter B, § 252.022. General
Exemptions (a)(2)(3)(7)(A)(D). These are for procurements necessary to
preserve or protect the public health or safety of the municipality's
residents, a procurement necessary because of unforeseen damage to
public machinery, equipment, or other property items that are available
from only one source because of patents, copyrights, secret processes, or
natural monopolies and captive replacement parts or components for
equipment.
Staff recommends approval.
