BACKGROUND: Certificate of Appropriateness application #CA23-528 was submitted on July 24, 2023 by the owner Martin Guthrie to construct a new 200 square foot workshop addition to the existing 500 square foot two -car garage in the rear yard of the house. The original house was constructed in 1914 for the Koonce family. The original garage was rebuilt by the previous owner under Historic Preservation Commission approved #CA09-51, with a new foundation, concrete floor slab, reuse of original exterior materials and the distinctive metal roof cresting from the original 1914 garage. O:\Historic Preservation Commission\CAs\2023 CA\CA23-52.4 305 Smith Street.doc September 21, 2023 (3:29PM) Plans for the new addition were developed by Austin Fleming of Exurb Studio following the 2013-23 Historic Preservation Ordinance and Design Guidelines for the Koonce -Simmons House. The house and garage are contributing structures to the Original Town Residential Historic District and was listed on the National Register of Historic Places in 1998. Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to the Koonce -Simmons property found the proposed new addition to the garage to be in compliance with the Secretary of Interior Standards. The Historic Preservation Officer, Building Official and Director of the Grapevine Convention and Visitors Bureau recommend a variance be approved to combine the 200 maximum square foot storage building allowed by the Preservation Ordinance with the 500 square foot maximum existing garage to create a 700 square foot structure. Exterior materials would be to vertical board and batten wood siding and wood trim and a metal roof and cresting to match the existing garage. The total living area of the original house is 2,470 square feet. The detached two -car garage of 500 square feet with proposed 200 square foot workshop is 700 square feet in size. The total size of house living area and garage building is 3,170 square feet, which is within the maximum 4,100 square feet allowed by the Preservation Ordinance. The property lot size is 12,392 square feet and the proposed building coverage is 17.7 percent, (maximum 40 percent lot coverage). Building addition height is 12 feet. Meeting: City Hall Building Finance Conference Room A Meeting attendees: Martin Guthrie Owner, Phil Ware Contractor, Scott Leavelle Assistant Building Official; David Klempin Historic Preservation Officer (HPO); and Kayce Vanderpool Historic Preservation Secretary. Pre -Con Meeting at the City Hall, Finance Conference Room at 1 p.m.: David Klempin provided copies of the approved CA23-52 and the Historic Township Pre -Con Meeting form to be reviewed and signed. He said the Pre -construction meeting is useful to the keep the project on track and to talk about out everything to make sure everyone is on the same page. This is a Landmarked property. The garage was rebuilt in 2009 #CA09-51 and is in the same location as the original garage. Mr. Klempin reviewed the Pre -Construction check list. It is the contractor's responsibility to let all tradesmen and sub -contractors know that no changes can be made to the approved plans. If any changes are made to the original plans they must first get approval from the Historic Preservation Department and Building Department with a new Certificate of Appropriateness (CA). It is the contractor's responsibility for any existing preservation materials removed from the building to be stored safely and later reattached to the building. The builder or homeowner can call 8 a.m. to 5 p.m., Monday through Friday or David would respond back ASAP. All windows, doors, hardware, railing, garage doors, light fixtures, roofing and outdoor materials and finishes must be approved with a new CA or revised plans. A question was asked about interior changes; they do not require approval. The foundation repairs do not require CA approval if they are not changing anything, just shoring up the foundation. David reviewed the Historic Preservation Commission approved Certificate of Appropriateness #CA23- 52 plans to build a 200 square foot workshop addition onto the existing 500 square foot detached garage. With plans to find a source to match the corrugated metal roof to match the existing metal roof. The Historic Preservation Pre -Construction Meeting forms were signed. Mr. Leavelle went over the Pre -Construction Meeting check list for the Building Department. He emphasized that the address must be posted and readable from the street. The work hours in the city are from 7 a.m. to 7 p.m., Monday through Saturday. No work can be done on Sunday. Do not cover any work that needs to be inspected. All approved plans must be kept on site with the survey. Setback survey - Formboard must be onsite for foundation approval. O: Historic Preservation Commission/305 Smith Street —Pre-Con Meeting 010324 No changes can be made from the original approved plans without submitting revised plans to HPC and the Building Department and will require approval. When it is time for final inspection, check in with Historic Preservation Officer to get written approval of completion first. All work must be complete before final inspection occurs. The phone numbers for HPC and Building department are on the check -list. Do not cover any area to be inspected with landscaping. Scott Leavelle stated that there needs to be a bathroom/sanitary station on site for all workers. Contractors and sub -contractors must be able to park on site. Make sure there is all weather access for the inspections and first responders in case of an emergency. Mr. Gray re-emphasized that any revisions to the plans must be approved, and that the City -approved plans must be kept on site. The final inspection usually fails the first try. Republic Waste Company is the only waste company that can be used in building sites. Mr. Ware said his staff will haul off waste daily in their own trucks. The Building Department Pre -Construction Meeting forms were signed by Mr. Leavelle, Mr. Guthrie, Mr. Ware and Mr. Klempin. Copies were made and distributed to all present. David Klempin pointed out that the approved CA has a special exception that requires approval by the Board of Zoning and Adjustment for the existing dwelling to remain as developed with a side yard encroachment adjacent to Texas Street for a reverse frontage lot, a lot less than 95 feet in width for a reverse frontage lot found in Subsection 42.D., Corner Lots of Section 42, Supplementary District Regulations of the Zoning Ordinance; and an existing detached garage encroachment into the required side yard setback of the "R-7.5", Single -Family District of the Zoning Ordinance; before the Building Department would issue a permit. The pre-existing house sits on a build line and requires a case at BZA since they are expanding on this property. Additional Certificates of Appropriateness may be required for a Landmarked Property for exterior work as established in the initial Certificate of Appropriateness. This includes all exterior finishes, paint color selection, exterior lighting fixtures, doors and door hardware, windows, porch posts and railings, etc. In most cases, additional #CA's are required beyond the first approved #CA for the structure itself. 3. After the meeting, no changes from the approved #CA are to be made to the building or site without submitting revised plans for approval by requesting an additional Certificate(s) of Appropriateness. Such changes would include siding removal, alterations to exterior walls, door and window framing, replacing entry and garage doors and hardware, windows or changing any building detail not specified on Historic Preservation Approved plans. No work is allowed on Sunday. • No work may be covered prior to receiving written approval from the inspector. All inspection approvals should be kept on site with the approved drawing packet by the project manager. • Inspections requested prior to 7:30 am will usually be performed the same morning. Inspections requested by 12:30 pm will usually be performed that afternoon. Inspection request phone number is 817-410-3010. After hour inspections or Saturday inspections require 48-hour advance approval and fee payment. Minimum $84.00. • Provide a copy of the Setback Survey for city of Grapevine approval (for additions/alterations affecting the building footprint). • No inspections on the foundation will be made prior to city approval of a Setback Survey. • No changes from the city approved plans may be made to the site or building without first submitting revised plans and receiving written approval from the historic and building departments. This includes signs, landscaping, lighting, etc. • Note: Projects that went through the Historic Commission approval process must go back through Historic Commission for most exterior changes. Allow 60 days for this process. This includes landscaping, screening, grading, signage, etc. • You are advised not to call for your final inspection on the day the occupancy is desired. Do not go to adjacent businesses for sanitation. • All contractor and sub -contractor parking is required to be located on the project site. • All weather access to the site shall be provided for the city inspectors and emergency responders.
