FROM: BRUNO RUMBELOW, CITY MANAGER
MEETING DATE: OCTOBER 17, 2023
SUBJECT: ANNUAL CONTRACT FOR A 10-YEAR LEASE PROGRAM OF LIFEPAK
DEVICES AND EQUIPMENT
RECOMMENDATION: City Council to consider the approval of a 10-year lease program for
Lifepak devices and equipment with Stryker Sales Corporation, Inc. for the
Fire Department.
FUNDING SOURCE: Funds are available in the Grapevine Fire Department Capital Equipment
Fund and General Fund for an amount not to exceed $392,023.
BACKGROUND: The Fire Department utilizes various equipment such as cardiac monitors,
stair chairs, mechanical CPR devices, AEDs, stretchers, and loading
systems to perform daily responses. This equipment has a manufacturer's
recommended life span, and we have reached the end of life on most of it.
This program provides the department with the latest technology and will
refresh that technology with the latest products as the technology is
upgraded. The 10-year agreement guarantees that the equipment will
never exceed the manufacturer's recommended service life and will
provide maintenance on all products throughout the contract. The cost per
year will be fixed for the ease of budgeting and will give the City significant
savings over the contract's life.
This procurement will be made as a sole source in accordance with Local
Government Code Chapter 252, Subchapter B, § 252.022. General
Exemptions (a)(7)(A). The contract is for a 10 year lease and will be
renewed each year by the department if funds are available.
Stryker Sales Corporation is the documented sole source support services
provider for the LifePak Cardiac Monitor/Defibrillators, Automatic External
Defibrillators (AED) devices that are kept in City buildings.
