DATE: APRIL 13, 2016 SUBJECT: CONDITIONAL USE REQUEST CU16-06; LOT 1R1, BLOCK 10R, STAR ADDITION RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU13-21 (Ord. 2014-04) approved at the January 21, 2014 meeting for an automotive car wash facility, to allow an enlarged lot and a vehicle inspection station facility specifically to remove the previously approved vehicle inspection station, relocate vacuum spaces and add shade structures, and take any other action necessary. Conditional Use Permit CU03-28 (Ord. 2003-55) was approved on second reading by the City Council at the September 16, 2003 meeting on the subject site to allow for site modification of vacuum bays, the landscape buffer and revision to the fire lane. Conditional Use Permit CU13-21 (Ord. 2014-04) was approved by the City Council at the January 21, 2014 meeting to enlarge the lot and add a vehicle inspection station. Approximately 29,710 square feet of land was added to the site from property on the west side of the subject site. A three bay 1,120 square -foot vehicle inspection station was approved on the north end of the reconfigured site. The City Council approved a one year extension of CU13-21 to expire on January 21, 2016. We are submitting a new Site Plan application with a number of revisions which we believe are improvements to the existing approved Site Plan. These revisions included: • Removing Phase 2, the proposed Lube Center at the north end of the property, from the Site Plan (this will not be built). • Removing the parking stalls at the exit of car wash tunnel to improve the egress from the car wash, help avoid rear -end collisions, and improve safety for our customers. • Moving the canopy from the parking area to the vacuum area. • Adding a permanent canopy over the sales island to shade our workers and patrons. • Enclosing the vacuum producers. • Increasing the radius of the shared entrance drive to Northwest Highway. • Increasing the width of each vacuum stall area for safety reasons. We are making a sizeable investment in improving this facility. All of the benefits of the current site plan — improved access from Northwest Highway, improved landscaping, additional vacuum stalls, and improved efficiency remain.
