HomeMy WebLinkAboutItem 21 - Golf Course WaterlineMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 17, 2023 SUBJECT: FIRST AMENDMENT TO THE GRAPEVINE GOLF COURSE WATER LINE EXTENSION AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider the first amendment to the engineering contract for the design of the Grapevine Golf Course water line with Kimley Horn and Associates, Inc., and an ordinance to appropriate the funds. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be available in Utility Enterprise Fund in an amount estimated at $49,500. BACKGROUND: Council approved a contract with Kimley Horn and Associates (Kimley Horn) to design the Grapevine Golf Course water line on February 1, 2022 in the amount of $221,100. This line is the second phase of the water line extension to provide a redundant water supply to the north side of the City. As the design developed, the scope was modified to include: • Changing from traditional auger bore installation of the line across the two creeks and open cut across the Cowboy's Golf Course, to horizontal directional drilling for the majority of the project. • Replacement of an existing golf cart bridge with a new bridge to hang the water line on. Kimley Horn will coordinate the new bridge installation with this project. • The US Army Corps of Engineers (USACE) is requiring additional permitting measures including Aquatic Resources Delineation, Permitted Species Assessment, USACE NWP Pre -Construction Notification, USACE Field Verification Site Visit, Post Submittal Agency Coordination, and Section 408 review. Kimley Horn will address these permitting issues. Total added scope cost is $49,500, which staff finds to be fair and reasonable for the work effort. This amendment will bring the total design costs to $270,600. Estimated construction costs for construction is $2.0 million. The proposed construction schedule is dependent on USACE permitting. Staff recommends approval ORDINANCE NO. 2023-066 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $49,500 IN THE UTILITY ENTERPRISE CAPITAL FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete the first amendment to the Grapevine Golf Course Waterline Extension; and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $49,500 to be appropriate from the Utility Enterprise Capital Fund for Grapevine Golf Course Waterline Extension. Section 3. That a copy of the revised FY 2023-2024 annual budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
