SUBJECT: ENGINEERING DESIGN CONTRACT FOR THE FAIRWAY DRIVE
WATERLINE AND APPROPRIATION ORDINANCE
RECOMMENDATION: City Council to consider the approval of an engineering contract for the
design of the Fairway Drive Waterline project with Kimley Horn and
Associates, Inc., and an ordinance to appropriate the funds.
FUNDING SOURCE: Upon approval of the attached appropriation ordinance, funds will be
available in Utility Enterprise Fund in an estimated amount to be
$140,000.
BACKGROUND: In 1980, a 16" concrete cylinder pipe was installed to connect the Water
Treatment Plant to a 24" water transmission line along State Highway 26.
The 16" concrete cylinder pipe is nearing the end of life and needs to
replaced. The proposed alignment will place the new line outside of the
proposed Fairway Drive project that is currently under design.
Preliminary design of the water line was completed as part of the on -call
contract with Kimley Horn and Associates, Inc. (Kimley Horn). This project
needs a more in depth design and has been moved to an individual
contract. Design services will include design management, final design,
bidding services, construction phase services and United States Army
Corps of Engineers (USACE) coordination.
The new 12" water line will be located on USACE property and will be
approximately 2,800 feet in length. Time is of the essence in the relocation
of this line to meet timelines for utility relocations as part of the Fairway
Drive project, which is utilizing Texas Department of Transportation federal
funds.
The cost for engineering services will be $126,300. Total funding with a
10% contingency is $138,930 (rounded to $140,000). Estimated
construction costs for construction is $1.5 million.
Staff recommends approval.
ORDINANCE NO. 2023-067
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION
OF $140,000 IN THE UTILITY ENTERPRISE CAPITAL FUND;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to complete the
Fairway Drive waterline improvements; and
WHEREAS, funding is available in the Utility Enterprise Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an estimated amount of
$140,000 to be appropriated from the Utility Enterprise Capital Fund forthe forthe Fairway
Drive Waterline.
Section 3. That a copy of the revised FY 2023-2024 annual budget document
shall be kept on file in the office of the City Secretary.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
