Any person who is not scheduled on the agenda may address the <Board> under Citizen
Comments or on any other agenda item <by completing a Citizen Appearance Request form
with the staff>. A member of the public may address the <Board> regarding an item on the
agenda either before or during the Board’s consideration of the item, upon being recognized by
the <Chairman> or upon the consent of the <Board>. In accordance with the Texas Open
Meetings Act, the <Board> is restricted in discussing or taking action during Citizen Comments.

Consider approval of the minutes of the July 20, 2023 meeting and take any necessary
action.

The Golf Course Advisory Board of the City of Grapevine, Texas met in regular session
on this 19th day of October 2023 at 5:00 p.m. at the Grapevine Golf Course, 3800
Fairway Drive, with the following members present:

CALL TO ORDER
Tom Cherry called the meeting to order at 5:01 pm.
CITIZEN COMMENTS
No citizen comments.
New Business
1) Merlin discussed the condition of the golf course from the long, hot summer months.
They have used a lot of water and the course looks very green compared to other
courses in the Metroplex. The over seed of the tee boxes and driving range has been
completed and came in very nicely. The new putting green is open and golfers are
starting to use it more. They have sodded some high traffic areas on the golf course
(Pecan 9, Mock 9) and still have some areas to finish in the next 2 weeks. He
commented they would like to add some more sand in the bunkers that may happen in
the fall. It is very hard to obtain sand. Once winter approaches, they will redistribute
current sand in all the bunkers. TC asked about the poa issue coming back in the
spring time. MT said they have been spraying Pre -emergent thru October (3
treatments). Time will tell. Everyone commented on the positive conditions of the
course. RS & EH commented on other courses in the area having weather cracks that
GV does not.
2) Robert commented on the executive summary report. Revenues are higher than last
year... rate increase has helped with green fees and cart fees. Merchandise was down
in 4th quarter but up 13% total year to date. We were up 9% in total revenue year to
date. The surplus in monies will help pay for course improvements such as cart path
work, pond work and possibly short game work. Our successes are the positive turf
conditions through the heat of the summer & increased play and adjusted tee sheet to
accommodate high demand for early tee times. Some challenges we are facing are
more wear and tear on our golf cart fleet. TC ask if the course can keep handling 80K
rounds a year... RS said it could but the conditions of the course would not be as
positive as they are now. Compaction would be a major issue (lots of cart traffic).
Robert asked RS if the Gold Card would be going forward for 2024 and RS said no. RS
commented the #1 complaint we hear from public golfers is they cannot make a tee time
because you are so busy. We are trying to get back to being a public golf course so
eliminating the gold card will help us do that. We currently have 90 Annual Pass
holders that can make tee times 8 days in advance. We will manage the tee sheet
appropriately to block out times for the 'public' the start of 2024. All of the Advisory
Committee members understood the challenges and need to change and were in
agreement that it was best the Gold Card should go away.
3) Archie commented that he has been employed for 1 year and has seen lots of
positive and negative aspects of Persimmon's. The growth Persimmon's has seen is
adding brunch to the menu on Friday, Saturday and Sunday's which has shown very
positively, grab & go menu has added, RS got the patio cleaned and repainted. Some
of the challenges they have faced is losing some of their employees, lack of bigger
groups and maintaining high service levels. They have started to book some parties
and meetings which helps with revenue. TC asked about the golf & Persimmon's
budgets and how they are managed and do they come from the general fund. RS
commented that the entire golf operation is an enterprise fund; not from the general
fund. We eat what we kill. Any surpluses to our budget we can use to improve the golf
course.
4) Eric Hunt commented on instruction programs and golf outings. The instruction
program is thriving with David Hirschfeld taking over the junior academy and growing
the academy. He has implemented a couple of Parent -Child 9 hole tournaments which
is bringing newer people to the golf course. Individual lessons and the Get Golf Ready
clinics continue to grow. EH still receives many calls and emails about tournaments
throughout the year. He balances out the tournaments with the public play. He is
requiring food with any group 24 players or more which helps everyone in the operation.
5) RS commented on some golf course projects. The new putting green and tee box
Pecan #1 have been completed are now in play. We put new golf carts in our 2025
budget, but we are going to wait until 2026 budget for a newer improved cart from
Yamaha. We will convert the budgeted monies to land improvements. Possibly
removing current chipping green and building a new improved chipping green with more
bunkers, possibly a wedge course with smaller greens, more cart path work and some
pond work on Mock 1 and Mock 6. The city council has approved for more architectural
work on the old clubhouse and concourse. The plan is to remodel both in the future to
be used for events. The issue to be faced in the immediate future is where are we
going to park the golfers and the event people on the same day?
CONSIDERATION of MINUTES
Consideration to approve the minutes from the October 19th, 2023 meeting were
approved by a motion by Bryan Humphreys with a second from Ronnie Hatley.
ADJOURNMENT
Tom Cherry asked for an adjournment of the meeting (5:45pm) and a second was made
by Dion Christison. All were in favor and no one opposed.
