1. Commissioners to recess to the Housing Authority Conference Room to conduct a
closed session relative to update the Board of Commissioners regarding pending
investigation (Galutza v. Grapevine Housing Authority case number TWCCRD #
2200853-HU), pursuant to Section 551.071, Texas Government Code.
Commissioners to reconvene in open session in the Housing Authority Conference
Room and take any necessary action relative to items discussed in Executive
Session.
REGULAR MEETING
2. Any person who is not scheduled on the agenda may address the Board oi
Commissioners under Citizen Comments or on any other agenda item by
completing a Citizen Appearance Request form with the Executive Director. A
member of the public may address the Board of Commissioners regarding an item
on the agenda either before or during the Board's consideration of the item, upon
being recognized by the Chair of the Board or upon the consent of the Board.
Citizens will have 3 minutes to address the Board of Commissioners. In
accordance with the Texas Open Meetings Act, the Board is restricted in
discussing or taking action during Citizen Comments.

D. Update from the Resident Advisory meetings held on October 20,
2023
4. Consideration of the minutes from the September 28, 2023, meeting and take any
necessary action,
6. Consideration of Resolution No. 23-09 to authorize the Executive Director
enter into a contract with SavATree. I
7. Consideration and acceptance of the September 2023, monthly financial
statements and take necessary action.
8. Report by the Ex Officio member of the Senior Citizens Advisory Board on the
October 4, 2023, meeting.

Chair Troeger announced the Board of Commissioners would recess to the Grapevine Housing Authority conference
room toconduct a closed session regarding:
Consultation with and legal advice from the City Attorney regarding pending investigation (Ge/utzau. Grapevine
Housing Authority case number T\NCCRD#22QO853'HU).pursuant toSection 551.071.Texas Government Code.
The Board of Commissioners recessed to the Housing Authority Conference Room and began the closed session at
4:00p.m. The closed session ended ut4:24p.m.

Chair Troeger called the regular meeting to order at 4:24 p.m.

The Executive Director reminded the Board the Holiday Party is December 81h at the Elks' Lodge.

Fred Magrum with the Magrum Agency spoke on the topic of Medicare for 2024. The residents has severa:
questions.
Executive Director Jane Everett discussed the Capital Plan budget. She walked through the current budget
and asked for suggestions for 2024 and took comments and questions. The suggestions included:
• Dog park
• Matching appliances
• Shade cover for streets that don't already have a pavilion or shade covers
• New shade cover for the picnic tables on Starr Place
• Railings painted on the streets
• New benches
• New chairs for the laundry room
• Backsplash in the kitchen
Raya Siradegyan and Aide Ferrer won BINGO and Terry Haflich won blackout, a $20 Walmart gift carf
donated by the Bereans. Following BINGO the resident had Frito Pie and salad for lunch.
NEW BUSINESS
Item- #4 - Consideration of the minutes from the September 28, 2023 meeting and take any necessary action.
The Board was provided the minutes from the September 28, 2023, meeting for approval.
Commissioner Woodward moved and Commissioner Moxom seconded to accept the amended September 28, 2023,
minutes.
Ayes: Troeger, Rhodes -Cantu, McHugh, Woodward and Moxom
Nays: None
Motion passed: 5-0
for the staff.

The Executive Director presented the board with an electronic copy of the September 2023 financial statements for
their review.
Commissioner Woodward moved and Commissioner Rhodes -Cantu seconded to approve the September 2023
financial statements.
