PROPERTY LOCATION AND SIZE:
The subject property is located at 2201 Ira E. Woods
Avenue and platted as Lot 6A, Block 1, DFW
Business Park Addition. The addition contains 1.44
acres and has approximately 256 feet of frontage
along Ira E. Woods Avenue.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting to amend the previously approved site plan of CU21-27 (Ord.
2022-12) to allow the development of a car wash facility, specifically to add an ice vending
machine to the northeast corner of the property adjacent to the Ira E. Woods Avenue and
for the addition of a 747 square foot shade structure to the existing dog wash area adjacent
to the south building elevation.
The applicant intends to add a 45 square foot ice vending machine located at the northeast
corner of the subject site approximately 13-feet from the east property line. The machine
will be enclosed by a 208 square foot, 10-foot-tall masonry enclosure and covered by a 13-
foot-tall sail shade. The applicant also intends to add an 11-foot tall, 747 square foot sail
shade atop the existing open space in the rear yard adjacent to the existing dog wash area.
The dog wash area is approximately 16 feet from the south property line. The subject site
has a shared driveway located at the northwest corner of the site and it will continue to
provide access to Ira E. Woods Avenue. Required parking is 16 spaces, and 24 parking
spaces are provided.

PRESENT ZONING AND USE:
The property is currently zoned “CC”, Community Commercial District and is an operating
self-service automobile wash.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site was zoned “C-W”, Commercial Warehouse District prior to the 1984 City-
wide Rezoning at which time the subject site was rezoned to “LI”, Light Industrial District.
On February 20, 1996, City Council approved Z95-20 (Ord. 1996-11) rezoning the
subject property from “LI”, Light Industrial District to “CC”, Community Commercial
District.
On December 16, 2003, City Council approved CU03-48 (Ord. 2003-83) to allow for
the development of a self-service car wash facility.
On March 15, 2022, City Council approved CU21-27 (Ord. 2022-12) to specifically to
convert one self-service car wash bay into an automatic wash bay in conjunction
with the existing self-service car wash.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “CC”, Community Commercial District – Walmart
SOUTH: DFW International Airport property
EAST: “CC”, Community Commercial District – Vacant gas
station/convenience store
WEST: “CC”, Community Commercial District – Blooming Colors Nursery
AIRPORT IMPACT:
The subject tract is located within “Zone C” zone of greatest effect as defined on the
“Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs” Map. Industrial and
commercial uses that can tolerate high levels of sound exposure are appropriate in “Zone
C”. The applicant’s proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as Commercial (CO) land use. This request is compliant with the Master Plan.

THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan designates Ira E. Woods Avenue/State
Highway 26 as a Type A Major Arterial with a minimum a width to be determined by the
Texas Department of Transportation (TxDOT), developed as six lanes with a highway on-
ramp and a median.
