This letter confirms on October 26, 2023 the Historic Preservation Staff approved with
conditions #CA23-74 for the property addressed 211 East Wall Street, legally described as
Block 1, Lot 1, Green Park Addition, City of Grapevine to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended, for the
following:
1. Construct a three -foot -tall retaining wall along the west side of the property,
adjoining the landscape buffer of the Church/City parking lot;
2. Construct a new cedar privacy fence on both sides of the property and along the
rear of the property, with height that varies from six to eight feet tall;
3. Install a new metal driveway gate across the new driveway;
as per the attached plan, specifications and locations as indicated in the photos, with the
condition a permit is obtained from the Building Department.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit `ems,:! is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

I have included with this document the CA for the perimeter fence and Entry Gate. Also included
is the plot with the details of the position and height of the fence.
Details are marked on the plot plan but included details below to provide further clarification.
Retaining Wall — West Side of property — We are installing a concrete
retaining wall on the West side of the property. The retaining wall is
approximately 3 ft and is being built for protection against Public Parking
lot next door that is approximately 3ft above the driveway that goes from
street back to detached garage in the rear of the house.
II. Fence — Horizontal 6" pre -stained ruff cedar board on board privacy fence
with top cap.
a. West Side — the purpose is to provide some privacy along the entire west side
of the property from the public parking lot next door. The parking lot also gets
a lot of drive-thru traffic from Northwest Highway to Wall St.
i. 3ft from front property to area where parking lot begins (marked)
ii. 6 ft down the property line to the back of property. The fence view will
be 6 ft from the view of the parking lot next door. (marked)
iii. 8 ft approximately 6ft from rear to transition to 8ft on back of property.
b. North Side (back) — 8 ft along the entire back. A one-story business
development that will be 3ft from back of the property line is currently in
progress. 8 ft fence will at least hide as much as possible of the building.

c. East Side — 8ft from back to 6ft for better visual from the road. (marked)
d. Northeast Side — 6 ft with standard entry gate.
III. Metal Privacy Gate (Automatic) — 6 ft Horizontal metal gate (simple design) for
entry/exit down the driveway to detached garage in the back of the house.

Per our discussion, attached are pictures of the front, side and back for 211 E Wall Property.
A few items we discussed -
Fence Height clarification from City on West side with retainer wall
- I spoke with Scott at the permit office. He said we can go 6ft from level to the parking lot grade. So
this meets compliance of our intentions for the west side fence and retaining wall.
Security Automatic Gate — West side
- From City perspective, he said the gate is good on the corner. We discussed moving the gate back
about 4ft down the house with our gate company but we would loose about a 1ft with the gate swing
and entrance down the driveway. Would make it to narrow to allow wide vehicles ( specifically
trucks ) past the entrance and also make it dangerous to catch the corner of the house in order to
enter.
