HomeMy WebLinkAboutItem 12 - Facilities ImprovementsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: NOVEMBER 7, 2023 SUBJECT: WATER TREATMENT PLANT AND WASTEWATER TREATMENT PLANT ADMINISTRATION FACILITIES RECOMMENDATION: City Council consider approving an engineering services contract for the design of the Water Treatment Plant and Wastewater Treatment Plant Administration Facilities Improvements Project with Freese and Nichols Inc. and approval of an ordinance appropriating the funds. FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Utility Enterprise Funds in the estimated of $2,130,000. BACKGROUND: The Water Treatment Plant was constructed in 1959 and the Wastewater Plant in 1986 and both are in need of expansion and renovation to meet the needs of utility customers. On June 7, 2022, City Council approved an engineering contract with Freese & Nichols, Inc. to perform a space utilization study for the Water Treatment Plant and Wastewater Treatment Plant in the amount of $185,000. Freese & Nichols evaluated the administration, operations, testing laboratories and maintenance functions of both of the plants. The study also included developing a plan for additional facility buildings at both plants while looking at future rehabilitations and modifications within the plants to avoid conflicts. A presentation highlighting the study's results was given to City Council on May 16, 2023. This contract is for the development of expansion plans for both administration buildings. The Water Treatment Administration Building Improvements will include a three level addition to the existing filter building and a new Maintenance Building. The existing Wastewater Treatment Administration/Operations Building will be demolished and a new building will be constructed. The cost for engineering services will be $1,933,081 including CMAR selection and construction phase services. Total funding with a 10% contingency is $2,126,389 (rounded to $2,130,000). The engineer's opinion of probable cost for the Water Treatment Plant and Wastewater Treatment Plant Administrative Facilities is $18,000,000. Staff recommends approval. ORDINANCE NO. 2023-075 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $2,130,000 IN THE UTILITY ENTERPRISE CAPITAL FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete improvements to the Grapevine Water Treatment Plant and Wastewater Treatment Plant Administration Facilities; and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $2,130,000 be appropriated from the Utility Enterprise Capital Fund for the Grapevine Water Treatment Plant and Wastewater Treatment Plant Administration Facilities. Section 3. That a copy of the revised Fiscal Year 2023-2024 annual budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
