HomeMy WebLinkAboutItem 09 - CodesMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: NOVEMBER 7, 2023 SUBJECT: PRESENTATION FOR UPCOMING CHANGES TO THE CODE OF ORDINANCES, CHAPTER 7 RECOMMENDATION: Chief Building Official to present proposed amendments to the 2021 International Building Code, the 2021 International Residential Code, the 2021 International Mechanical Code, the 2021 International Plumbing Code, the 2021 International Fuel Gas Code, the 2020 National Electrical Code, the 2018 Swimming Pool and Spa Code adopted by the State of Texas, and the City of Grapevine Regional amendments. FUNDING SOURCE: BACKGROUND: The City of Grapevine is currently operating under the 2006 International Codes (building, residential, mechanical, plumbing and fuel gas) and the 2005 National Electric Code, with amendments to each of these codes. There have been five versions released since that time. Technology as it relates to construction has changed dramatically since 2006 and has improved construction practices to make for a safer environment and in some cases also save money. Adoption of a more modern code will allow us to meet the current expectations of builders and users. The Building Board of Appeals met on November 14, 2022, and unanimously recommended approval of the amendments for the adoption of the aforementioned codes. On August 14, 2023, the Building Board of Appeals reconvened to hear recommendations to include changes to the amendments for the adoption of the 2021 International Building Code and the 2020 National Electric Code (NFPA 70) regarding Electric Vehicle Charging Stations that were unanimously recommended for approval. The State of Texas has adopted the 2018 International Swimming Pool and Spa Code; therefore, the proposed ordinance adopts this code by reference. Staff will make a presentation on the proposed changes to the code and bring the Code back for Council action on November 21.
