SUBJECT: PROFESSIONAL CONSULTING SERVICES CONTRACT FOR FLEET
MANAGEMENT ASSESSMENT AND ANALYSIS
RECOMMENDATION: City Council to consider the approval for a professional consulting
services contract for Fleet management assessment and analysis with
Strategic Government Resources (SGR) for the Public Works Department.
FUNDING SOURCE: Funds are available in the General Fund (Fleet Services) for an estimated
amount of $22,995.
BACKGROUND: Staff is seeking to evaluate our current operations to ensure we are
utilizing best practices as it relates to our fleet replacement policy, staffing
levels, and outsourcing efforts.
Strategic Government Resources is a recognized leader in local
government management and is actively engaged in local government
operations, issues, and best management practices. The team members
that will be assigned to this project are seasoned professionals with the
training, education, and experience necessary to conduct a thorough
assessment and provide valuable findings and recommendations.
The work will include interviews of City fleet staff and users and data
collection from fleet maintenance operations to review and analyze
current operations in relation to industry best practices. The Fleet Division
analysis will be presented in a final report and a presentation of
recommendations. The final report will include review/analysis of
operations, outsourcing, parts management, fuel, acquisition, customer
service, distribution of existing staffing based on workload, staff training,
and fleet replacement program practices.
This procurement will be made in accordance with Local Government
Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a) (4),
personal, professional or planning services. A procurement for personal,
professional, or planning services.
Staff recommends approval.
