FUNDING SOURCE: Funds for this purchase are available in the Capital Maintenance Fund (Parks) for a total amount not to exceed $297,669. BACKGROUND: Commercial plaster pools typically have a life expectancy of five to ten years for the plaster. The plaster for The REC pool is currently nine years old and is showing significant wear. PARD is requesting to replace the plaster before the wear becomes major and possibly causes damage to other components such as the filtration system and motors. It will take approximately eight weeks to hydro -blast the existing plaster, update tile and replace plaster. All tile and plaster needs are included in the bid. The project will not be a complete redo of all tile within the pool facility. This project replaces tile that is damaged. Tile will also be added around the pool inlets to help prevent future staining on the new plaster. Upon Council approval members of The REC will be informed about the closing of the aquatic area via social media posts, updates on the website, posters throughout the facility, updates on the monitors inside The REC, and emails to all of the members of The REC. This purchase will be made in accordance with an existing interlocal agreement with The Local Government Purchasing Cooperative (Buy Board) as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. Bids were taken by the Cooperative and a contract was awarded to Sunbelt Pools. The Parks and Recreation Department and Purchasing staff reviewed the contract for departmental specification compliance and pricing and determined that the contract would best meet the needs of the City.
