FROM: BRUNO RUMBELOW, CITY MANAGER
MEETING DATE- NOVEMBER 21, 2023
SUBJECT: PURCHASE OF GEOPOLYMER STORM SEWER REHABILITATION
SERVICES IN
OUNTRYSIDE ESTATES AND APPROPRIATE FUNDING
RECOMMENDATION: City Council to consider the approval for the purchase of geopoiymer
rehabilitation services of an arch storm sewer line in Countryside Estates
from PM Construction and Rehab, LLC and an ordinance appropriating
the funds.
FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the
Storm Drainage Utility fund for an amount not to exceed $1,350,000.
BACKGROUND: Within the Countryside Estates subdivision, there are two large corrugated
metal arch pipes that were constructed in 1986. These twin pipes run
approximately 700 feet from the Rustic Drive culvert that was installed in
2014 to the city limit with Colleyville, These pipes have been experiencing
corrosion to the point that soil is infiltrating into the culverts causing
sinkholes on adjacent properties, In November 2022, City Council
approved a pilot project to spray coat 150 feet of the western arch pipe
that was experiencing the worst corrosion. This spray on lining provides a
non-invasive structure solution to extend the life of the pipe and prevent
further corrosion and soil infiltration issues. The trial coating has been
completed and staff was pleased with the quality of the installation and
results. This proposed project is to line the remaining 1,250 LF of metal
arch pipe.
The City proposes to rehabilitate the remaining portion of the arch pipe
with a geopolyrner liner installed by PM Construction and Rehab, LLC (an
entity of P[IRIS LLC). PM Construction and Rehab, LLC will provide all
labor, materials, supervision and equipment to inspect, clean, apply the
geopolymer material and perform post -lining inspection.
Staff recommends awarding a contract to PIN Construction and Rehab,
LLC in the amount of $1,151,320 and an additional 15% to cover field
changes and inspection related services for a total amount not to exceed
S1,350,000. The contractor has 90 days to complete the projects after
notice to proceed,
This purchase will be made in accordance with an existing interlocal
agreement with Houston -Galveston Area Council (H-GAC) as allowed by
Texas Local Government Code, Chapter 271 and Texas Government
Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to
PURIS LLC. The Public Works and Purchasing staff reviewed the
contracts for departmental specification compliance and pricing and
determined that the contracts would provide the best products and pricing
for meeting the needs of the City.
Staff recommends approval,
