SUBJECT: APPROVAL OF A RESOLUTION FOR THE EMERGENCY
PURCHASE OF A NEW LIFT STATION PUMP
RECOMMENDATION:
City Council consider adopting a resolution authorizing and ratifying the emergency
purchase of a new lift station pump for the Public Works Department for that was made
from Pump Solutions, Inc.
FUNDING SOURCE:
Funding for this purchase is currently available in account 200-43370-534-0 (Wastewater
Treatment Infrastructure Maintenance) for an amount not to exceed $19,246.00.
The KSB pump being provided by Pump Solutions, Inc. is needed for Dove 1 Lift Station.
This station has a three pump set up. Recent lake flooding stressed two of the three
pumps. One of the aging pumps was pulled, but cost of repair was more than a new one.
Another aging pump will be sent for evaluation after this new purposed pump is installed.
Due to the size of the station, it was critical to get this pump purchased and running as
soon as possible. An operational concern at the lift station elevated this purchase to an
emergency the week of May 9. Based upon a three week time frame to receive the
requested pump, staff requested that the purchase order be processed immediately with
Council ratification to follow at the next available meeting.
Thorough research was conducted on the best pump, price, and application for this pump
purchase and replacement. Informal quotes were taken in accordance with City
Purchasing Policy. Three vendors submitted quotations as noted below. IPM Systems,
Inc. submitted the lowest responsive and responsible quote.
Pump Solutions, Inc. $19,246.00
Pierce Pump Co. $20,718.00
Xylem Water Solutions $39,189.50
An emergency purchase order was issued to Pump Solutions, Inc. for the new lift station
pump on May 11, 2016.
Staff recommends approval.

WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section
252.022 (a) (1) to preserve property; and
WHEREAS, the emergency lift station pump was needed at the Dove Lift Station
1 as soon as possible; and
WHEREAS, all legal prerequisites for the adoption of this resolution have been
met, including but not limited to the Local Government Code and the Open Meetings Act;
and
WHEREAS, the City Council hereby declares that the approval of this resolution is
in the best interests of the health, safety, and welfare of the public.

Section 1. That all matters stated in the above preamble are true and correct
and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes and ratifies
the emergency purchase of a new lift station pump from Pump Solutions, Inc. on May
11, 2016 in the amount of $19,246.00.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate and ratify the emergency purchase of said lift station pump.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of May, 2016.
