CU23-30; House of Shine, Narrative:
The Exhibit Hall
This space is intended to house the temporary exhibits House of Shine offers that are
currently housed within the existing building (334 S. Barton). The exhibits may possibly
use movable low walls and exhibit cases to showcase objects, such as can be seen in
museum spaces. Double egress doors in multiple locations will connect the exhibit
space to the outdoor garden spaces surrounding the building. The space will be open
during regular business hours of House of Shine, prior to 6pm and will be fully ADA
accessible.
The Silo
The silo is intended to be an open-air space, accessible through an elliptical shaped
opening facing the garden. It is intended to be a space for quiet reflection. It will have
two benches inside and room for a wheelchair to both park and turn around. This space
will be open during regular business hours of House of Shine, prior to 6pm.
The Red Shed Experience
This recreation of the red shed that exists on the property will be used for educational
purposes. Inside the space will be standing ipad stations or interactive marker boards
leading peoples through an experience where they solve a problem or challenge of their
choosing. The occupancy will be limited to the number allowable by code for an exhibit
space of this size and will have doors on either end of the building to facilitate a “pass
through” experience. We expect this space to be conditioned. It will open during normal
operating hours of House of Shine, closing prior to 6pm.
The raised outdoor seating area
This open-air circular raised seating area is intended to allow community members a
place to sit for discussions or to relax after walking Main Street. This space will offer
wheelchair accessible seating. This space is not enclosed and will be open during
normal operating hours of House of Shine, closing prior to 6pm.
The podcast booth
A movable travel trailer will be parked in the existing back yard of 334 Barton Street
building. It will have electrical service and will function as the recording booth for the
“What’s Your Shine” Podcast. This trailer will not be open to the public. It will be
modified to include a large window through which visitors to the garden can observe the
filming of the podcast.

applicant is requesting a conditional use permit for an artisan studio featuring exhibits and outdoor
space. The applicant is also requesting designation as a Historical Landmark sub-district. Such sub-
district may include buildings, land, areas, or districts of historical, architectural, archaeological or
cultural importance or value that merit protection, enhancement, and preservation in the interest of
the culture, prosperity, education, and welfare of the people.

1. Refuse disposal areas shall be landscaped and screened from view in accordance with
the Zoning Ordinance.
2. Mechanical and electrical equipment including air conditioning units, shall be designed,
installed, and operated to minimize noise impact on surrounding property. All such
equipment shall be screened from public view in accordance with the Zoning Ordinance.
3. Open storage, where permitted, shall be screened in accordance with the Zoning Ordinance.
4. The masonry requirements of Section 54 of the Zoning Ordinance shall be met.
5. Illuminated signage was included in the determination of the site illumination levels.
6. Outdoor lighting shall comply with illumination standards within Section 55 of the Zoning
Ordinance unless specifically accepted.
7. Proposed ground signage shall meet the minimum requirements of Section 60 of the
Zoning Ordinance and is contingent upon approval of a separate building permit with
Building Services.
8. All onsite electrical conductors associated with new construction shall be located
underground.
9. Uses shall conform in operation, location, and construction to the following performance
standards in Section 55 of the Zoning Ordinance: noise, smoke and particulate matter,
odorous matter, fire or explosive hazard material, toxic and noxious matter, vibration,
and/or other performance standards.
10. All requirements of the City of Grapevine soil erosion control ordinance shall be met
during the period of construction.

36. Lot 2‐What is the use? Is a fence going to be provided between Lot 1 and Lot 2? Will Lot 2 be
open to the public? Is there any agreement with the Parks Department?

that may affect the construction of this plan..
38. If two lots, it needs separate meters for domestic and irrigation and separate sewer services. Both
lots will need to be served. Lot 2 will need to have services from Barton Street. Lot 1 will need to
get water and Sanitary service from Church. Contact Public Works department about offsite
construction needed to access Sewer adjacent to the housing authority property across Church
Street.
39. Lot 2 will need a drainage easement from Lot 1.
40. Parking along Barton may be changed and should not be counted as required parking. The City
may be redesigning and reconstructing Barton in the near future.
41. Missing water and sewer plans. Show location and depth of existing sewer with survey.
42. Strom Drain will not be permitted to discharge on the surface. Connect storm drain to the back
of the inlet on Church Street.
43. Show existing House of Shine lot.
44. Sidewalk required along the frontage of Church Street, may need a pedestrian access easement
dedicated across Lot 1 frontage. Provide survey of franchise utility conflicts in this area.
45. Lot 2 has a sidewalk to the door of House of Shine. Will easements be provided on Lot 2 to grant
the needed access for the existing facility?

PROPERTY LOCATION AND SIZE:
The subject property is located at 317 South Church
Street and 320 South Barton, platted as Block 1, Lot
1 and Lot 2, House of Colors Addition. The property
has 96.67 feet of frontage along South Church
Street.
REQUESTED CONDITIONAL USE AND HISTORIC LANDMARK SUBDISTRICT
COMMENTS:
The applicant is requesting a conditional use permit to allow for an artisan studio featuring
exhibits and outdoor space. The applicant is also requesting a Historic Landmark
Subdistrict designation for the subject property.
The applicant proposes to reimagine the subject site and establish an artisan studio,
including an exhibit hall and outdoor sculpture garden on the subject site. The following
changes are proposed: demolish a former house, and replace it with a new 3,681 square
foot office and exhibit hall, relocate and upgrade an existing detached garage, and create a
sculpture garden.
The existing 1,305 square foot house will be demolished and replaced with a 3,681
square foot office, exhibit hall including a covered front porch adjacent to South
Church Street and a covered terrace at the rear of the structure.

The office occupies the front of the structure and the exhibit hall occupies the
remainder.
The office entrance is from the front yard and the exhibit hall is accessed from the
rear yard.
The detached garage (red barn) will be relocated to the rear yard adjacent to the
south property line and will house an interactive educational use.
A sculpture garden is proposed on Lot 2 adjacent to South Barton Street.
The primary access to the exhibit hall, red barn and sculpture garden, is through the
House of Shine building addressed as 334 South Barton Street, and located south
of the subject site. A gated secondary access is proposed on Lot 2 adjacent to
South Barton Street.
Operating hours are Tuesday – Thursday, 12:00 p.m. to 6:00 p.m. and Friday –
Saturday 9:00 a.m. to 3:00 p.m.
Required parking for the use is 16 parking spaces. Six parking spaces are on the
subject site. A parking plan was prepared and depicts 48 shared parking spaces
adjacent to the House of Shine site.
Historic Landmark Subdistrict: The site was the location of the cabin of Ambrose and Susan
Foster, who received a land grant that is a part of an original survey of Grapevine in the
1840s.
The house was built in 1917 in the Folk-Victorian style with a pyramidal roof for D. W. and
Mary Sammons Jordan as their family home. The 1,305 square foot, one-story house was
heavily altered in the 1990s with a new addition to the rear, enclosure of the front porch,
new wood siding and a gable roof which replaced the original pyramidal roof. There is a
one-car detached garage dating from the 1940s with a gabled roof and exposed rafter tails
and exterior sheathed with #105 wood siding with wood trim.
The property and house are associated with numerous prominent Grapevine families. The
property is located in the Original Township of the City of Grapevine and its house and
garage are contributing structures to the Grapevine Historic Township District.
PRESENT ZONING AND USE:
The property is currently zoned “CBD”, Central Business District and has two non-
residential structures.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the surrounding properties to the north, south, east, and west
were zoned “C-2”, Community Business District prior to the 1984 City-wide Rezoning. The
site is developed with a house converted to an office and a detached garage used for
storage.
On October 25, 2023, the Historic Preservation Commission approved Certificate of
Appropriateness CA23-50 for the following on the subject site, subject to the

o Demolition of the existing house;
o Relocate the original one-car detached garage to the rear of the site;
o Construct a new 3,186 square building replicating the street view of the
house as per design guideline established the property;
