HomeMy WebLinkAboutHL2023-02 DENIED TO: HONORABLE MAYOR, CITY COUNCIL MEMBERS AND THE PLANNING AND ZONING COMMISSION FROM: BRUNO RUMBELOW, CITY MANAGER ERICA MAROHNIC, PLANNING SERVICES DIRECTOR MEETING DATE: NOVEMBER 21, 2023 SUBJECT: DEVELOPMENT SERVICES TECHNICAL REPORT OF HISTORIC LANDMARK SUBDISTRICT HL23-02, 317 SOUTH CHURCH STREET APPLICANT: Richard Beeny PROPERTY LOCATION AND SIZE: The subject property is located at 317 South Church Street, platted as Block 1, Lot 1, House of Colors Addition. The property has 96.67 feet of frontage along South Church Street. REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS: The applicant is requesting a Historic Landmark Subdistrict designation for property located at 317 South Church Street and platted as Block 1, Lot 1, House of Colors Addition. On August 22, 2023, owner Richard Beeny submitted an application for Historic Landmark Overlay, HL23-02 for property located at 317 South Church Street. The site was the location of the cabin of Ambrose and Susan Foster, who received a land grant that is a part of an original survey of Grapevine of the 1840s. The house was built in 1917 in the Folk-Victorian style with a pyramidal roof for D. W. and Mary Sammons Jordan as their family home. The 1,305 square foot, one-story house was heavily altered in the 1990s with a new addition to the rear, enclosure of the front porch, new wood siding and a gable roof which replaced the original pyramidal roof. There is a one-car detached garage dating from the 1940s with a gabled roof and exposed rafter tails and exterior sheathed with #105 wood siding with wood trim. HL23-02.4 2 The property and house are associated with numerous prominent Grapevine families. The property is located in the Original Township of the City of Grapevine and its house and garage are contributing structures to the Grapevine Historic Township District. PRESENT ZONING AND USE: The property is currently zoned “CBD”, Central Business District and has two non- residential structures. HISTORY OF TRACT AND SURROUNDING AREA: The subject property and the surrounding properties to the north, south, east, and west were zoned “C-2”, Community Business District prior to the 1984 City-wide Rezoning. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: “CBD”, Central Business District – Mini-Warehouse SOUTH: “R-7.5”, Single Family District – DFW Church of Christ EAST: “CBD”, Central Business District – Storage for Main Street Baking Company WEST: “R-7.5”, Single Family District – Single-family structures AIRPORT IMPACT: The subject tract is not located within any "Zone" as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. MASTER PLAN APPLICATION: Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property as (CB) Central Business land use. The request is compliant with the Master Plan. THOROUGHFARE PLAN APPLICATION: The City of Grapevine’s Thoroughfare Plan does not designate South Church Street.
