The City Council of the City of Grapevine, Texas met in Workshop on this the 18th day of
May, 1999 at 6:00 p.m. in City Council Conference Room, Second Floor, 200 South Main
Street, with the following members present to-wit:

Mayor Pro Tem Ware called the meeting to order at 6:05 p.m.
I�EM 1. DISCUSS PROPOSED ORDINANCE REGULATING PARKING OF
COMMERCIAL, OVERSIZED VEHICLES AND TRAILERS
Assistant City Manager Bruno Rumbelow briefed the City Council regarding the proposed
ordinance prohibiting parking of commercial vehicles, oversize vehicles and trailers on
public rights-of-way and proposed amendments to the zoning ordinance that would allow
parking of recreational vehicles and boats in the front driveway in residential districts on
paved surfaces only. Discussion ensued relative to placing the items on a future agenda
for a public hearing on July 6, with Council consideration of the ordinance on July 20, 1999.
It was noted there would be ads placed in the local newspapers notifying citizens of the
public hearing and proposed ordinance.
There was no action taken by the City Council.
�`�" ITEM 2. DISCUSS GRAPEVINE TOWNSHIP REVITALIZATION GRANT PROGRAM
�' Development Services Director H. T. Hardy and Township Restoration Coordinator Hugo
05/18/99
Gardea briefed the City Council regarding proposed amendments to the Grapevine
Township Revitalization Program. The amendments would increase the grant amount from
$5,000.00 to $10,000.00; remove the requirement of matching funds and waive the , _,�
requirement for owner occupancy of a property. Discussion ensued relative to the
matching funds requirement and possible alternatives that would place property owners
applying for grants in a partnership with the City.
There was no action taken by the City Council.

Council Member Johnson, seconded by Council Member Freed, offered a motion to
adjourn the workshop at 6:45 p.m. The motion prevailed by the following vote:

1. Mayor Tate to recognize Colleyville Heritage High School Women's Soccer Team,
1999 State 4A Champions.
JOINT PUBLIC HEARINGS
� 2. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Zoning Application Z99-02 filed by the City of Grapevine requesting rezoning of
� approximately 0.5056 acres located at 2801 Grapevine Mills Boulevard North from
"R-MF-2" Multi-Family District Regulations to "GU" Governmental Use District for
construction of Fire Station No. 5.
3. City Council and Planning & Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-22 filed by Saltgrass Steakhouse requesting
a conditional use permit to amend the site plan approved by Ordinance No. 96-96
for an addition to the dining area of the restaurant with the possession, storage,
retail sale and on-premise consumption of alcoholic beverages (beer, wine and
mixed beverages). The subject property is located at 102 State Highway 114 East
and is zoned "CC" Community Commercial District Regulations.
4. City Council and Planning & Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-23 filed by Hayes Leasing Company
requesting a conditional use permit to amend the site plan approved by Ordinance
No. 96-77 to allow the sale and outside display of new medium sized trucks. The
subject property is located at 316 East Dallas Road and is zoned "LI" Light Industrial
District.
` 5. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-25 and Special Use Application SU99-09 filed
by Polar Ice/Grapevine Mills Residual L. P. for property located at 3000 Grapevine
Mills Parkway #613. The conditional use application requests an amendment to a
site plan approved by Ordinance No. 99-61 to allow a 78,363 square foot ice skating
,�� facility. The special use application requests a special use permit to allow skill-
oriented games in excess of eight machines. The property is zoned "CC"
Community Commercial District Regulations with a planned commercial center in
excess of 1,000,000 square feet of gross leasable area.
6. City Council and Planning & Zoning Commission to conduct a public hearing relative
to Conditional Use Application CU99-27 filed by Cozymel's requesting a conditional
use permit to amend the site plan approved by Ordinance No. 98-116 to allow the
construction of a partial stone wall along the rear elevation of the restaurant with the
possession, storage, retail sale and on-premise consumption of alcoholic beverages
(beer, wine and mixed beverages). The property is located at 2655 Grapevine Mills
Circle East and is zoned "CC" Community Commercial District Regulations with a
planned commercial center in excess of 1,000,000 square feet of gross leasable
area.
7. City Council and Planning &Zoning Commission to conduct a public hearing relative
to Special Use Application SU99-08 filed by The Fellowship Church requesting a
special use permit to amend the site plan approved by Ordinance No. 98-28 to
revise parking lot access to allow for additional parking spaces. The property is
�� located at 2450 State Highway 121 North and is zoned "CC' Community
Commercial District Regulations.

8. City Council and Planning & Zoning Commission to conduct a public hearing relative
to the application filed by Cary Clark Homes, Inc. for the final plat of Lots 1-15,
Block 1, High Oaks being a replat of Lots 1R-3R, Block 1, High Oaks. The 4.232
acre property is located at the southeast corner of Roberts Road and Hall-Johnson
Road and is zoned "R-7.5" Single Family District Regulations.
9. City Council and Planning &Zoning Commission to conduct a public hearing relative
to the application filed by Mr. Bill Thatcher for the final plat of Lot 4R, Block 1,
Thatcher Woods Addition and Lot 9R, Block 1, Tiffany Forest Addition being a replat
of Lot 4, Block 1, Thatcher Woods Addition and Lot 9, Block 1, Tiffany Forest
Addition. The 1.335 acre property is located on the north side of Thatcher Trail,
west of Dove Road and is zoned "R-7.5" Single Family District Regulations.

10. City Council to elect Mayor Pro Tem for 1999-2000 and take any necessary action.
11. Consider authorizing a transfer from the Convention &Visitors Bureau Fund to the
Convention & Visitors Bureau Capital Project Fund in an amount not to exceed
$29,650.00 to finance a directional signage design contract and take any necessary
action.
12. Mayor Tate to consider City Council Committee and City Council liaison
appointments and take any necessary action.

13. Consider a resolution supporting the Cottonbelt Trail System and designating an
authorized representative of the City in all matters pertaining to the development of
the Cottonbelt Trail linkage via a Congestion/Mitigation Air Quality (CMAQ) grant.

14. Consider a resolution authorizing Staff to proceed with the execution of the
Grapevine Township Revitalization Grant Program. Development Services Director
recommends approval.
15. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter 23
Traffic, Section 23-26 Speed Limits, Schedule for certain Public Streets and Ways
to establish a 25 mph speed limit on the residential streets within the Shorecrest
��`� Acres Addition. Public Works Director recommends approval.

� 16. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter 23
Traffic, Section 23-26 Speed Limits, Schedule for certain Public Streets and Ways
;,.�„� to reduce the speed limit in Lakeside Estates Two, Three, Four and Five to 25 mph.
Public Works Director recommends approval.
17. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter 23
Traffic, Section 23-30 Stop Intersections to add an all-way stop configuration at the
Austin Creek Drive and Bonham Trail intersection and the Alamo Trail at the
McPherson Drive intersection. Public Works Director recommends approval.
18. Consider an engineering services contract with Freese and Nichols, Inc. for water
rights public hearing engineering support and authorization for the City Manager to
execute said contract. Public Works Director recommends approval.
19. Consider the minutes of the May 4, 1999 City Council meetings. City Secretary
recommends approval as published.

ITEM 1. PRESENTATION COLLEYVILLE HERITAGE HIGH SCHOOL LADY „�,�
PANTHER SOCCER TEAM-1999 STATE 4A GHAMPIONS
Mayor Tate recagnized the Colleyville Heritage High School Lady Panther Soccer Team �,
by commending their 26-0-1 overall record that earned them the 1999 State 4A
Champions. The Colleyville Heritage High School Wamen's Soccer Team had a District
record of 10-0, earning them the title of District Champs and they won Bi-District, Area and
Regianal Championships as well. Cpach Angie Moss introdueed the team and assistant
coaches and rernarked on the outstanding talents of the team that produced an exceptional
year for the Lady Panthers.
ITEM 2. PUBLIC HEARING ZUNING APPLICATION Z99-02 C1TY OF GRAPEViNE
Mayar Tate declared the pubiic hearing open.
Develapment Services Director Hardy reparted Zoning Application Z99-02 had been filed
by the City of Grapevine requesting rezoning o# approximately 4.5456 acres located at
2801 Grapevine Mills Boulevard North fram "R-MF-2" Multi-Family District Regulations tcr
"GU" Governmental Use District far constructior� af Fire Statian No. 5. Mr. Hardy advised
the Board of Zaning Adjustment would be considering variances relative to setbacks, off-
street parking and landscaping. Therefore, if approved, the ordinance would require two
readings. �
There were no questions from the City Council or the Planning & Zoning Commission. ��
Mayor Tate invited guests present to comment regarding the application. No one wished
to speak and there was no correspondence to report.
Commissioner Coy, seconded by Commissioner Newby, affered a motion to close #he
public hearing. The motion prevailed by the fo!lowing vote:

Development Services Director Hardy advised Conditional Use Application CU99-22 had
been filed by Saltgrass Steakhouse requesting a conditional use permit to amend the site
plan approved by Ordinance No. 96-96 for a 430 square foot addition to the dining area of
the restaurant with the possession, storage, retail sale and on-premise consumption of
alcoholic beverages (beer, wine and mixed beverages). The addition will increase the
capacity load of the restaurant from 275 to 317 persons and will require 14 additional
parking spaces for a total of 106 spaces. The subject property is located at 102 State
Highway 114 East and is zoned "CC" Community Commercial District Regulations.
Mr. Kevin Thomas requested favorable consideration of the application.
There were no questions from the City Council or the Planning & Zoning Commission.
Mayor Tate invited guests present to comment regarding the application. No one wished
to speak and there was no correspondence to report.
Commissioner Fry, seconded by Commissioner Martin, offered a motion to close the public
hearing. The motion prevailed by the following vote:

Questions from the City Council centered on the type and number of trucks that would be

allow a 78,363 square foot ice skating facility. The special use application requests a
special use permit to allow 50 skill-oriented games in a 3,200 square foot designated area.

commercial center in excess of 1,000,000 square feet of gross leasable area.
Mr. Phil Morley requested favorable consideration of the application and stated that Polar
Ice is projected to be operational December 12, 1999.

Mr. Bruce Rider, 225 West Nash Street, expressed concern regarding the types of video
games that would be available. He stated there were certain types of games that were not

recommend skill oriented and wholesome games be at the location.
City Attorney John F. Boyle, Jr. responded the City's enforcement would be only if the
games were of an obscene nature, or otherwise against state laws.

the proposed pole sign. The permit filed by Hayes Leasing Company grants a conditional
use permit to amend the site plan approved by Ordinance No. 96-7� to allow the sale and
outside display of new medium sized trucks on property located at 316 East Dallas Road.
Mayor Pro Tem Ware, seconded by Council Member Johnson, offered a motion to accept

Council Member Johnson announced that a celebration on June 6, 1999
would mark the closure of the Palace Theatre for reconstruction. The
celebration would end with an "intermission" and after completion of the
renovations, the Palace Theatre would reopen in June, 2000.
