The City of Grapevine Parks and Recreation Board convened in regular
meeting at 7:30 p.m., on this the 8th day of December, 1983, with the
following members present to -wit:
Mike McKinney
Bobby Nery
Julian Dyke
Jerry Bram
Janice Kirkland
Scott Bram
Don Callenius
Kevin Conklin of the City Staff was present.
The meeting was called to order by Mike McKinney.
The invocation was given by Julian Dyke.
The Minutes of October 27, 1983 were approved unanimously.
Under Discussion Items, the Board discussed the feasibility of an
ordinance prohibiting motor vehicles and motorcycles in all city parks.
Julian Dyke motioned that motor vehicular traffic be prohibited in all
park areas, except where designated parking is allowed, and that bicycles
be prohibited in certain areas by posting of signs. Jerry Brown
seconded. The motion passed unanimously.
Also under Discussion Items, the Board reviewed applications to replace
Margaret Bates, who has resigned from the Board. Julian Dyke motioned
that Bill Martin be recommended to the Council as a replacement. Janice
Kirkland seconded. The motion passed unanimously. Sue Burgtorff was
named as an alternate.
Under Action Items, the January Youth Sports Meeting will be at the
Concourse on Thursday, January 26, 1984.
Under Miscellaneous Reports, Kevin informed the Board that developer Ron
Haynes from Dallas will donate 2 lots and $30,000 for their development
when he builds a large subdivision off Dove Loop Road.
The Parks and Recreation staff at City Hall hope to be in their new
offices at the Police/Library Building by February 1, 1984.
The Board also discussed another proposed capital improvements projects
list. Specifically mentioned were an indoor recreation center and a
natatorium. Don Callenius motioned that the City hire an architect to
prepare cost estimates for the projects. Jerry Brown seconded. The
motion passed unanimously. The possibility of a bond vote in April of
1984 was discussed, and received favorable review.
There being no further business, a motion to adjourn was made by Don
Callenius and seconded by Julian Dyke. All present voted aye. The
meeting was adjourned.
