CALL TO ORDER: 6:30 p.m. - City Council Chambers
EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Consultation with and legal advice from the City Attorney regarding pending
litigation (Muns, et al. v. Grapevine – Cause No. 348-303736-18), pursuant
to Section 551.071, Texas Government Code.
B. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)
pursuant to Section 551.072, Texas Government Code.
C. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
D. Personnel relative to City Manager’s performance evaluation pursuant to
Section 551.074, Texas Government Code.
City Council to reconvene in open session in the City Council Chambers and take
any necessary action relative to items discussed in Executive Session.

CITIZEN COMMENTS
4. Any person who is not scheduled on the agenda may address the City Council
under Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with the City Secretary. A member of the public may
address the City Council regarding an item on the agenda either before or during
the Council’s consideration of the item, upon be ing recognized by the Mayor or
upon the consent of the City Council. Citizens will have three (3) minutes to
address Council. In accordance with the Texas Open Meetings Act, the City
Council is restricted in discussing or taking action during Citizen Comments.
NEW BUSINESS
5. Consider a fireworks permit for City of Grapevine Drone/Fireworks display to be
held on Saturday, December 9, 2023, and take any necessary action.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon as
one business item. Any member of the City Council or member of the audience may
request that an item be withdrawn from the consent agenda and placed before the City
Council for full discussion. Approval of the consent agenda authorizes the City Manager,
or his designee, to implement each item in accordance with Staff recommendations.
6. Consider the purchase of VMware support/subscription services from SHI
Government Solutions. Chief Technology Officer recommends approval.
7. Consider the renewal of the Integrated Library System, Koha, annual support and
hosting from Bywater Solutions. Library Director recommends approval.
8. Consider the purchase of police equipment and upgrades to existing cameras and
tasers from Axon Enterprises. Police Chief recommends approval.
9. Consider the renewal of an annual contract for first responder uniforms,
accessories and services with Galls, LLC. Police Chief recommends approval.
10. Consider the purchase of Poly-Crete pull boxes used during installation of fiber
optic cable from the Terry-Durin Company. Public Works Director recommends
approval.
11. Consider the purchase of street light poles and fixtures for the Ferguson Division
from Dealers Electric. Public Works Director recommends approval.
12. Consider canceling the January 2, 2024 City Council meeting. City Secretary
recommends approval.

13. Consider the minutes of the November 7 and 21, 2023 Regular City Council
meetings. City Secretary recommends approval.
Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001
et seq, one or more of the above items may be considered in Executive Session closed
to the public. Any decision held on such matter will be taken or conducted in open session
following conclusion of the executive session.

The City Council of the City of Grapevine, Texas met in Regular Session on this the 5th
day of December, 2023 in the City Council Chambers, Second Floor, 200 South Main
Street, with the following members present:
William D. Tate Mayor

Call to Order
Mayor Tate called the meeting to order at 6:30 p.m. in the City Council Chambers.
Item 1. Executive Session
Mayor Tate announced the City Council would recess to the City Council Conference
Room to conduct a closed session regarding:
A. Consultation with and legal advice from the City Attorney regarding pending
litigation (Muns, et al. v. Grapevine – Cause No. 348-303736-18), pursuant
to Section 551.071, Texas Government Code.

The City Council recessed to the City Council Conference Room and began the closed
session at 6:34 p.m. The closed session ended at 7:19 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.071, 551.072, 551.087, or 551.074.
City Manager Bruno Rumbelow requested Council approve an Economic Development
and Incentive Agreement with Crossvines 1031 Partners and authorize the City Manager
to execute same and all other associated documents and to take all other necessary
action.

REGULAR MEETING
Mayor Tate called the regular meeting to order at 7:30 p.m. in the City Council Chambers.
Item 2. Invocation
Associate Pastor Jonathan Cook, First Baptist Church gave the invocation.
Item 3. Posting of the Colors and Pledges of Allegiance
Boy Scout Troops 168 and 700 posted the colors and led the Pledges of Allegiance.
Item 4. Citizen Comments
Kurt Schluter, 1900 Wood Crest Drive, Grapevine requested the City look into the clothing
donation boxes that have been placed throughout the City.
NEW BUSINESS
Item 5. Consider a fireworks permit for City of Grapevine Drone/Fireworks display to be
held on Saturday, December 9, 2023, and take any necessary action.
Events Manager Erin Burke presented a recap of the Carol of Lights that took place on
November 20. There were two fireworks shows scheduled for that event, but due to the
City Council December 5, 2023 Page 2
weather they were only able to have one show. The second show has been rescheduled
for December 9 following the drone show.
Ms. Burke answered questions from the Council.
Motion was made approve a fireworks permit for City of Grapevine Drone/Fireworks
display to be held on Saturday, December 9, 2023.

CONSENT AGENDA
Consent items are deemed to need little Council deliberation and were acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council
for full discussion. No one requested to remove any items from the consent agenda.
Approval of the consent agenda authorizes the City Manager, or his designee, to
implement each item in accordance with Staff recommendations.
Item 6. Consider the purchase of VMware support/subscription services from SHI
Government Solutions.
Staff requested this item be pulled from consent and not considered. It will be considered
at a future meeting.
No action was taken on this item.
Item 7. Consider the renewal of the Integrated Library System, Koha, annual support and
hosting from Bywater Solutions.
Library Director Leigh Kapsos recommended approval of the renewal of the annual
support and hosting for the Library’s software system for an amount not to exceed
$18.360.

Item 8. Consider the purchase of police equipment and upgrades to existing cameras and
tasers from Axon Enterprises.

Police Chief Mike Hamlin recommend approval of the purchase of an upgrade to existing
equipment to include the Taser-10 and Fleet 3 in-car video system for an amount not to
exceed $50,342.

Item 9. Consider the renewal of an annual contract for first responder uniforms,
accessories and services with Galls, LLC.
Police Chief Hamlin recommend approval of the renewal of the contract to allow for the
purchase of law enforcement uniforms on an as needed-basis for an estimated annual
amount of $120,000.

Item 10. Consider the purchase of Poly-Crete pull boxes used during installation of fiber
optic cable from the Terry-Durin Company.
Public Works Director Bryan Beck recommended approval of the purchase of 60 pull
boxes for a total amount not to exceed $43,100 as part of the City and Grapevine
Colleyville Independent School District Joint Fiber Project.

and fixtures for a total amount not to exceed $21,126.

City Secretary Tara Brooks recommended cancelling the regularly scheduled January 2,
2024 Council meeting since it falls immediately after the January 1 holiday.

Item 13. Consider the minutes of the November 7 and 21, 2023 Regular City Council
meetings.
City Secretary Brooks recommended approval of the minutes, to include the following
change to page 7 regarding Item 7 -TDO23-01 Nash and Berry Townhomes to change
no correspondence to, “Two letters of support were provided to the Commission and
Council.”
