The City of Grapevine Parks and Recreation Board met
at 7:00 p.m. at the Grapevine Senior Citizen's Center,
Grapevine, Texas, with the following members present,
Bill Martin

Margaret Telford
The following City Staff were present:

The meeting was called to order at 7:00 p.m.

The minutes of the February 15, 1990 meeting were approved.
Miscellaneous Reports
Joe Moore gave presentations on the Bi -Centennial Trees at Heritage and Parr
Parks and TreeFest.
Action Items
The concept plan that was presented at the March 19, 1990 public hearing was
discussed. The Board was given an overview of the citizens' comments from the
public hearing. A motion was made by Jackie Disselkoen to accept the Big Bear
Creek Nature Preserve and Park System concept plan and seconded by Margaret
Telford. The motion passed unanimously.
Another action item that was discussed was the expenditure of $150,000 of open
space funds from the northwest section. Several different options were
discussed, including the building of two tennis courts and a parking lot at
Dove Park, additional playground equipment, and renovation of the Dove Pool
bathhouse. Doug Kratz presented a concept design of a bathhouse that was being
built in Irving. A motion was made by Margaret Telford and seconded by Ray
Payne -to recommend that the funds be used to demolish and construct a new
bathhouse. The motion passed unanimously.
A third action item was a discussion of the formation of citizen subcommittees
to provide assistance and suggestions to implement the sake Master Plan. The
final plan called for ads to be placed in the newspaper to solicit volunteers.
The make-up of the committee would be one Park Board member, two from the
neighborhood that were in closest proximity or might be the most affected, and
four at large city-wide members. The tenure would be for one year. Interested
citizens would submit applications for the Parks Board to review. The motion
passed unanimously_
In the fourth action item, Mark Mailes presented a compliant by the Colleyville
Baseball Association concerning the current City of Grapevine Athletic Field
Policies. The current policy gives Grapevine co-sponsored youth athletic
leagues priority on practice facilities during the week until 7:00 p.m.
Grapevine citizens who participated in Colleyville baseball felt that they
should be allowed to utilize the practice fields, specifically Parr Park, on a
similar priority basis. The Board discussed and reviewed the policy. A motion
was made by Jackie Disselkoen and seconded by Margaret Telford for the current
policy to remain intact. The motion passed unanimously.
The fifth action item concerned Earth Day. Joe Moore presented a resolution
that the Parks Board endorse a celebration of Earth Day by holding TreeFest on
April 21, 1990. A motion was made by Ray Payne and seconded by Margaret
Telford to pass the resolution. The motion passed unanimously.
In the final action item, Willie Enfeldt and Lannie Tate made a presentation of
the Lonesome Dove Development Company. This concept plan seeks to lease
Meadowmere Park as a commercial beach area. The plan called for Meadowmere to
be cleaned up, with many amenities (restrooms, concession areas, picnic tables,
athletic fields) being improved or added. The plan called for a parking fee to
be charged, with a percentage of parking and concessions to go to the City.
Both Mr. Enfeldt and Mr. Tate expressed interest in working with the city and
in following the Lake Master Plan. After much discussion, a motion was made by
David O'Briant and seconded by Margaret Telford that this concept plan be
referred to a Lake Master Plan subcommittee. The motion passed unanimously,
There being no further business, a motion was made by Jackie Disselkoen and
seconded by Margaret Telford to adjourn. The motion passed unanimously.
