recreation fees and charges and take any necessary

Grapevine and take any necessary action.

The City of Grapevine Parks and Recreation Board met Thursday,
January 17, 1991 at 7:00 p.m. at the Grapevine Senior Citizen's
Center, 421 North Church Street, Grapevine, Texas with the
following members present, to -wit:

The following City Staff were present:
Doug Kratz
Mark Mailes
David O'Briant
Ray Payne
Shane Wilbanks

The meeting was called to order by Bill Martin. The invocation was
given by Doug Kratz. Jackie Disselkoen moved that the minutes of
the November 15, 1990 meeting be approved, Ray Payne seconded. The
minutes were approved.
Under miscellaneous reports, Joe Moore introduced Douglas Arendt,
the new Parks Superintendent.
Under miscellaneous reports, the Board heard reports from athletic
program representatives:
Louise Smith, Tennis
Phillip Donaldson, Baseball
Sees a need for new fields for practice and
playing. Sign-ups were earlier this vear than
in past but starting time is same.
James Brown, Football
Problems - move to Oak Grove sooner. Lines to
be marked by Parks Dept. at Grapevine Middle
School. Opening day the sprinklers came on.
Joel Holt, Soccer
Jackie Disselkoen asked the question, "How
many are outside Grapevine players?" The
response was 30% out of 780 which comes to a
total of 234.
Under action items, the board is considering a fee review
committee. Doug Kratz gave a background of the preliminary survey
and study of operation costs. The staff recommends forming a
committee consisting of Alex McKee and Denise Gasmire to review
policies: (1) suggested fees and (2) athletic policies.
Board recommends to tee committee that a standard form for
financial statements be purposed in their report.
A review of a potential park site in south Grapevine through the
Carter Land deal was presented by Mark Mailes to the board.
Consensus was in favor of concept plan. Jackie Disselkoen
recommended by resolution to support plan and recommend City staff
to proceed with concept plan and negotiations.
Doug Kratz presented the 1990 Recreation Program Report.
Ray Payne moved that the meeting be adjourned.
