Fees and Charges Committee recommendation to the Grapevine Parks
and Recreation Advisory Board:
I. Recommend to approve the concept that an annual agreement/
contract with each co-sponsored association/instructor be
reached prior to the start of each fiscal year. This
agreement/contract would indicate the specifics of what
services are to be provided by the City and what the
association/instructor's responsibilities are.
2. Recommends that if any type of "user fee" is implemented for
co-sponsored athletic associations, that the revenue must go
toward "increased services". The "user fee" is not intended
to cover current direct cost. These "increased services" must
be defined as needed in order to justify the "user fee".
Also, if a "user fee" is implemented, it should apply gnly to
s onsored and co-sponsored athletic programs and not to
Recreation or Aquatic programs. -

CITY OF GRAPEVINE

STATE OF TEXAS
The City of Grapevine Parks and Recreation Board met Thursday;
August 15, 1991 at 7:00 p.m. at the Grapevine Senior Citizen's
Center, 421 North Church Street, Grapevine, Texas with the
following members present, to -wit:
Robert Brunson Bill Martin
Jackie Disselkoen Alex McKee
Denise Gasmire David O'Briant
Don Hanes Margaret Telford
Shane Wilbanks
Absent:
Jack Webre
The following City Staff were present:
Doug Kratz Joe Moore
Mark Mailes
The meeting was called to order by Bill Martin. The invocation was
given by Doug Kratz. Margaret Telford moved that the minutes of
the July 18th meeting be approved. Jackie Disselkoen seconded.
The minutes were approved.
Under Citizen's Requests., Jackie Disselkoen asked for an update on
the Lake Master Plan. Mark Mailes replied that the city is still
working with the Corp of Engineers to finalize the plan.
Under Action Items, representatives from the various co-sponsored
organizations presented their reports of the previous season and of
the upcoming season. The Soccer Association stated that they had
78 teams for the fall season. The Football Association will have
nine teams for the fall. Baseball will have a fall league with
twelve teams represented. And ladies Tennis will have teams
composed of 52 members for play in the fall.
A report from the Fees and Charges Subcommittee followed. The
first recommendation was to renew agreements each year. David
O'Briant moved that this change to the Facilities Policy be passed.
Denise Gasmire seconded. The motion was passed. The second
recommendation concerning a user's fee was tabled. David O'Briant
moved that the meeting be adjourned. Jackie Disselkoen seconded.
The meeting was adjourned.
