take any necessary action.

The City of Grapevine Parks and Recreation Board met Thursday,
October 171, 1991 at 7:00 p.m. at the Grapevine Senior Citizen's
Center, 421 North Church Street, Grapevine, Texas with the
following members present, to -wit:

Joe Moore
The meeting was called to order by Jackie Disselkoen in lieu of
Bill Martin who was representing the Park Board at a meeting of the
Bond Steering Committee. ' The invocation was given by Jackie
Disselkoen. Margaret Telford moved that the minutes of the August
15, 1991 meeting be approved. David O'Briant seconded. The motion
passed.
Under Citizen's Requests, Joe Moore stated that Mark Mailes was at
the NRPA Yearly Congress in Baltimore, Maryland. Doug Kratz
reported that a Halloween Costume Party would be held for the
children at the Gazebo and that Main Street will be blocked off for
safety. Joe Moore mentioned that he would be attending the Texas
Trail Symposium in Austin in November. He also reported that work
would begin on the trail proposed in Oak Grove Park as soon as the
lease with the Corps of Engineers takes effect within the month.
The Garden Club of Grapevine will work in conjunction with the
Parks Department to develop the trail. Also, Grapevine will be
hosting the National Flag Football Championship Tournament
Thanksgiving weekend with about sixty teams from around the country
participating.
Under Action Items, Joe Moore presented the Master Plan drawing for
the Oak Grove Recreational Complex. This plan would add two
additional baseball fields, expanded parking, trail system,
drainage, and a picnic and play area. The entire project would
cost $784,000 not including landscaping. Jackie Disselkoen
questioned the added traffic congestion on Dove Road and also in
Oak Grove Park. Robert Brunson moved to accept the Master Plan,
Denise Gasmire seconded. The motion passed with four in favor and
one opposed.
Under the second Action Item, the Board looked at a comparison of
costs area wide to rent athletic fields that Doug Kratz.had
compiled. David O'Briant moved that the Park Department raise the
rental of tournament fields to $250.00 a day per field for all
activities. The cost of renting the pool and practice fields would
remain the same. Robert Brunson seconded the motion and it passed.
The upcoming soccer tournament would be excluded from the new rates
since it is already planned.
Under the third Action Item, Joe Moore reported that the
$140,184.00 open space fee from the Hunter's Ridge Subdivision
would be used to renovate the tennis and basketball courts, pump
house for the pool, and to build a new sand volleyball court at
Dove Park after the Board had prioritized the items. Margaret
Telford moved to use the open space funds to be spent at Dove Park
on the above items. Jackie Disselkoen seconded. The motion
passed.
Under the last Action item, Bill Martin moved to have Staff
negotiate to extend the lease for the Dallas Road soccer fields on
a yearly basis. Jackie Disselkoen seconded. The motion passed.
Bill Martin moved that the meeting be adjourned. David O'Briant
seconded. The meeting was adjourned.
