Adjournment IN ACCORDANCE WITH ARTICLE 6252-17, V.A.T.C.S., AS AMENDED BY CHAPTER 227, ACTS OF THE 61st LEGISLATURE, REGULAR SESSION, 1969, THE PARKS AND RECREATION BOARD AGENDA WAS PREPARED AND POSTED ON THIS THE 14TH DAY OF NOVEMBER 1991 AT 5:00 P.M. - A J \N\ D 0,0 DIRECTOR OF PARR AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, November 21, 1991 at 7:00 p.m. at the Grapevine Senior Citizen's Center, 421 North Church Street, Grapevine, Texas with the following members present, to -wit: Robert Brunson Margaret Telford Denise Gasmire Jack Webre David O'Briant Absent: Jackie Disselkoen Alex McKee Don Hanes Shane Wilbanks Bill Martin The following City Staff were present: Doug Kratz Joe Moore The meeting was called to order by Margaret Telford in lieu of Bill Martin who was representing the Park Board at a meeting of the Bond Steering Committee. The invocation was given by Denise Gasmire. Robert Brunson moved that the minutes of the October 171 1991 meeting be approved. David O'Briant seconded. The minutes were approved. Under Citizen's Requests, Robert Brunson asked when the Meadowmere Park Trail system would be opened. Joe Moore stated that the Park Department is still waiting on Corp of Engineers approval. The Department has been doing some preliminary planning in the closed section of Oak Grove Park. Money to improve this area will be included in the budget for next year. Robert Brunson mentioned that William Infeld was planning to open his private park on January 1, 1992. However, at the present time the Park Department is not able to take on additional expenses to expand Meadowmere services. Joe Moore reported on the Trail Symposium that he attended. The City will host the North Central Trails Coalition meeting in January. Also five volunteers, one scout troop, and the Grapevine Garden Club mapped out trails in Oak Grove Park last month. People are now ready to clear trails and put up signs; this will involve a massive clean-up effort due to the last flood. There will be three miles of trail with one main trail and several secondary trails, and it should be opened in March. Joe Moore also reported that there will be Park Board training on December 13, 1991. Also the Heritage Park Master Plan will be updated since the removal of the depot. The Senior Citizen's Center will have a tree planting ceremony on November 27, 1991, made possible with funds from coathanger recycling. Additional information was given concerning the Tree Sharing Program, Christmas tree recycling, and the plans for the overlay of the tennis courts at Dove park. Doug Kratz reported on the conclusion of fall sports leagues. The NET Soccer Tournament will be held this weekend. Basketball leagues are ready to begin. The Christmas Parade will be held December 5, 1991. Doug is also looking at ways to increase the use of the pool for swim lessons, swim team, and recreational swimming for the next summer. Last summer an estimated 17,000 used Dove Pool. Also, the State of Texas awarded a grant of $6,000 for tree inventory and management plan. Under Action Item A, Doug Kratz discussed implementing either a user fee, a participant fee, or a non-resident fee. In soccer there are an estimated 20-25% non-residents, football - an estimated 15-20%, tennis - over 50%, and baseball - none. After some discussion, David O'Briant moved that the discussion be tabled pending more information on fees charged by other surrounding cities, and the cost per player per sport. Margaret Telford seconded. The motion was approved. Under Action Item B, Joe Moore reported that Julian Dyke had submitted his resignation due to moving out of state. David O'Briant moved that the Board accept Julian Dyke's resignation. Denise Gasmire seconded the motion. The motion was approved. Robert Brunson moved that the meeting be adjourned.
