Box 95104 * Grapevine, Texas 76099 * (817) 410-3155 Agenda Item # 10 CITY OF GRAPEVINE, TEXAS BOARD OF ZONING ADJUSTMENT MEETING MINUTES MONDAY, DECEMBER 4, 2023 GRAPEVINE CITY HALL, COUNCIL CHAMBERS 200 SOUTH MAIN STREET GRAPEVINE, TEXAS 5:45 p.m. Briefing Session — Planning and Zoning Conference Room 6:15 p.m. Public Hearing — City Council Chambers The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday evening, December 4, 2023, at 5:45 P.M. in the Planning and Zoning Conference Room, 2"d Floor, 200 South Main Street, Grapevine, Texas for a Briefing Session with the following members present to wit: John Sheppard Chairman John Borley Member Andrew Muras Member Doug Anderson Member Jack Townsend Alternate Jonathan Gaspard Alternate With George Dalton absent, constituting a quorum. Also present was City Council Representative Sharron Rogers and the following City Staff: Matthew Boyle Erica Marohnic Albert Triplett Natasha Gale City Attorney Director Planner II Planner I CALL TO ORDER: 5:45 P.M. — Planning and Zoning Conference Room Chairman Sheppard called the Briefing Session of the Board of Zoning Adjustment to order at approximately 5:45 P.M. BRIEFING SESSION 1. Roll Call 2. Board of Zoning Adjustment to conduct a briefing session to discuss items scheduled to be heard at the December 4, 2023 public hearing. Albert Triplett briefed the Board on the case listed on their regular meeting agenda and took questions. 12.04.23 mm Agenda Item # 10 ADJOURNMENT OF BRIEFING SESSION With no further discussion, Sheppard made a motion to adjourn the Briefing Session. The Briefing Session was adjourned at approximately 6:08 P.M. Public Hearinq 3. Call to Order — Sheppard called meeting to order at 6:15 P.M. 4. Pledge of Allegiance CITIZEN COMMENTS 5. There was no one wishing to speak during citizen comments. 6. Administration of Oath to all person's providing testimony or other evidence. Sheppard swore in members of the audience. OLD BUSINESS 7. Board of Zoning Adjustment to conduct a public hearing relative to Board of Zoning Adjustment case BZA23-15 submitted by Shawna Mohler for property located at 201 North Starnes Street and consideration of the same. Albert Triplett presented the proposed plan and answered questions from the Board. BZA23-15 applicant representative, Brock Jones, presented and answered questions from the Board. Chairman Sheppard closed the public hearing. Motion was made to approve BZA application BZA23-15, a special exception for the following: Subsections 43.E.3, Nonconforming Uses and Structures and Subsections 53.1-1.1, Interior Landscaping to allow the existing commercial structure to remain as developed with an expansion and to allow exceptions to Section 53, Landscaping Regulations as shown on the plot plan: Motion: Anderson Second: Gaspard 12.04.23 mm Agenda Item # 10 Ayes: Muras, Borley, Sheppard Nays: None Approved: 5-0 1. Board of Zoning Adjustment to conduct a public hearing relative to Board of Zoning Adjustment Case BZA23-18A and BZA23-18B submitted by Taylor Thorne for property located at 1825 Anglers Plaza and consideration of same. Albert Triplett presented the proposed plan and answered questions from the Board. BZA23-18 applicant, Taylor Thorne, answered questions from the Board. Chairman Sheppard closed the public hearing. Motion was made to approve BZA application BZA23-18A, a variance for the following: Subsection 15.G.1, Depth of Front Yard, of Section 15, "R-7.5", Single -Family Residential to allow a reduction in the required front yard setback of 30 feet to 25 feet in the "R-7.5", Single -Family District to be consistent with the average front yard established along Anglers Plaza as shown on the plot plan: Motion: Muras Second: Borley Ayes: Sheppard, Gaspard, Anderson Nays: None Approved: 5-0 Motion was made to approve BZA application BZA23-18B, a variance for the following: Subsection 15.G.5, Minimum Lot Depth, of Section 15, "R-7.5", Single -Family Residential to allow the existing lot a depth of 85 feet as shown on the plot plan: Motion: Muras Second: Gaspard Ayes: Borley, Sheppard, Anderson, Muras, Gaspard Nays: None Approved: 5-0 Motion was made to approve the November 6, 2023 minutes briefing session and public hearing: Motion: Borley Second: Muras Ayes: Sheppard, Anderson 12.04.23 mm 3 Agenda Item # 10 Nays: None Approved: 4-0-1 Abstained: Gaspard Adiournment Motion was made to adjourn the meeting at 6:37 P.M.
