This email is in reference to File # Z23-03 / PD233-02 scheduled to be heard on November 215', 2023.
My name is Charles Martin, 817-253-6797.
1 have lived in Grapevine since 1986 at 511 Dove Creek Place. It is a nice area with one story homes and a
parklike setting. I live within 200 feet of the proposed zoning change requested by Maykus Homes. It is my
understanding the area under consideration has been zoned one story commercial for many years, in
anticipation of business growth in Grapevine. The new developers, Maykus Homes, knew this when the
property was purchased. They also purchased the property by Fox Rental and built 17 "barn" homes that look
like nothing like the architecture found in Grapevine. The homes along Dove Road are considered an eyesore
by most of those living in the vicinity. These homes were built on property zoned residential.
Maykus had no intentions of building commercial property on the proposed area and as such have been
deceptive to the citizens in Grapevine and local home owners. For a planning commission to renege on what
the intended use was and allow high density two story homes does not sit well with any of the home owners
in the 200 foot range and the wishes of all the homeowners around me. It would also displace the habitat of
the animals who depend on the area to survive the hot summers and cold winters in Grapevine. Lastly, the
design of the homes, very stark, two story boxes have no commonality with any of the building and
developments in Grapevine, completely out of place in historic Grapevine.
I urge each and every member of the City Council and Planning and Zoning Commission to deny this obvious
end run around the wishes of the citizens of Grapevine and the current commercial zoning codes of this
property.
Elections are coming and this vote will be watched by many people to see if Grapevine council members are
firmly on the side of historic looking city planning or have thoughts elsewhere.

We hope this letter finds you well. We are writing to express our deep concerns with the proposed
zoning change for Z23-02 PD23-02 Grapevine Springs that would allow for a change from
commercial zoning, significant varianc�:s in development:/construction code, and reduction of
green space in favor of a new high -density residential development in our community. We believe that
this zoning change would have far-reaching and negative consequences for the current homeowners,
native wildlife, city infrastructure, and the overall culture of our city. The implications to our community
are significant and we respectfully request that this proposal be denied.
The changes requested in the planned setback rules and the private road vs public road for this
planned property will have a negative effect on the surrounding property values due to homes being
built closer to them and a road being placed directly behind their properties without a buffer zone as
are normally required by the code. The houses proposed have only a 15.5' setback due to it starting
in the middle of the road which will put those large two-story homes closer to the neighboring
yards. THIS IS A SIGNIFICANT VARIATION FROM THE CURRENT CITY RESIDENTIAL
CODE. The proposed high -density residential development includes new multi -story homes that will
overlook existing properties. This intrusion will have a detrimental effect on the privacy, tranquility,
and property values of these homeowners. The loss of green space and the addition of densely
packed structures will change the character of our neighborhoods and diminish the quality of life for
those who have invested in their homes and communities.
Changing zoning from commercial to residential should also be approached with caution. The existing
homeowners have chosen their residences with certain expectations about the surrounding
environment and property values. A dramatic change in zoning disrupts these expectations creating
uncertainty which leads to the frustration and dissatisfaction among residents due to the precedent
being set.
Additionally, the proposed development threatens the well-being of our native wildlife. Green spaces
provide essential habitats for local wildlife, from birds to insects to small mammals. The proposal calls
for aggressive destruction of these natural areas which will displace and disrupt the lives of these
creatures, and this disruption can have a ripple effect on the entire local ecosystem. Preserving these
green spaces is not only a matter of environmental responsibility but also vital for maintaining our
city's biodiversity.
Furthermore, high -density housing can strain our city's infrastructure, including utilities, transportation,
and public services. It is crucial to consider the increased demands on water, sewage, and electricity
that such developments will place on our already stressed systems. Additionally, higher population
density may lead to increased traffic congestion, impacting our roads and public transportation
services. Proper infrastructure planning should be a priority, and the proposed zoning change may
not align with the long-term sustainability of our city.
Lastly, it's important to remember that our city has a long-term plan in place for a reason. Deviating
from this plan could disrupt the existing culture, which has been carefully cultivated over the years.
Grapevine has a unique character with it's beautiful parks and recreation areas, our beautiful lake, tall
trees, and historical architecture. This contributes to our sense of identity and community. Changing
this character too drastically may lead to a loss of cultural heritage and identity that residents hold
dear. This is what makes us different from Southlake and HEB areas.
In conclusion, we urge you to deny the proposed zoning change. We understand the need for
development, but it should be balanced with a commitment to protecting our natural environment,
respecting the rights and investments of current homeowners, ensuring the sustainability of our city's
infrastructure, and preserving the unique culture that makes our city special. Please take the time to
engage with the neighboring property owners and the citizens of Grapevine as a whole. It is crucial
that any changes to our cityscape align with the best interests and well-being of our residents.

being. We hope that you will take our concems seriously and work towards a solution that maintains

City Council Members -
My name is Julie Jacob and I am a property owner who's back fence abuts to the Grapevine Springs property for which a
zoning change is requested. I am writing today asking you to please stand up for me and my neighbors this week by
voting against the requested zoning change.
Over 44% of the residents and commercial properties surrounding Grapevine Springs have submitted protest forms
against this development to the City. There is a LARGE amount of opposition to the zoning change in addition to the
development. This dissent has been expressed to not only to the number and type of homes being proposed but also to
the massive change being proposed to the greenspace that would remain should this property be held or developed for
its current zoning.
The proposed development is not in line with the city's Master Plan which determined that this property should be
zoned as light commercial/professional office, as are the other properties along Northwest Highway. I purchased my
home because it was bordered by a commercial/single story professional office zoned property. The buildings behind it
could not be built taller than 1 story and had to have a building buffer zone that was 2 times the height. The lighting
would be far enough away from my fence that it would not affect my yard and it would remain quiet and dark in the
non -working hours. Also, the developer would be required to add screening and landscaping to help retain the general
status of the neighboring properties.
I am asking that you vote against the zoning change to this property and its planned development as it will have a
detrimental impact on the value of my property and my neighbor's properties.
Having a road placed directly outside my property line will result in an excess amount of noise and referred light directly
into my backyard. Without a public road being placed in development, there is no required a buffer zone to reduce the
road and traffic noise to me and my neighbors. Currently, I have a wonderfully quiet and peaceful backyard that will
change drastically should this zoning be approved. I would not have purchased my home if there was an active
residential road directly outside my fence.
As proposed, the homes in the Grapevine Springs development will be placed just across this road, just outside our
fences and will be built facing our properties. Again, without a variance granted, there would be the required buffer
zone that would increase the distance from our fences to these residents' driveways, garages and front doors. As the
plan stands today, this will also increase the referred noise not to mention the lack of privacy that we will also be forced
to accept when these homes are built. I would not have purchased a home with a row of two-story homes that have
direct views into my yard and I doubt others would in the future.
Removing the majority of the trees to build this development will put this change in direct conflict with the city's goal for
tree preservation. I recently looked at this property and saw that more than 70% of the trees are marked for removal.
Not only will the removal of the trees just outside of my property change the entire sun/shade to my backyard but they
are also planning on removing a tree that sits IN my fence itself (pictures attached). A removal ribbon was placed on
their side of the tree, but they made no mention of its removal to me and the effect that it will have on my property, the
building slab its roots run below and my fence. 1 had to review their proposed plans to see that they have a plan that will
directly affect my property.
Per the plans submitted, the builder will be putting in an eight -foot stone wall that will be separating my property from
the new development. This wall replaces a perfectly fine fence that will now be directly layered against this wall which
will be unsightly. I would not purchase a lot that is blocked off from its neighbors by a large white wall.
This zoningchange should also be denied due to the traffic and safety issues that will be the result of adding this large
development on such a small property that's ingress and egress must be made through a neighboring commercial
development. Using this commercial property as a passageway creates an unfair burden in the morning and at the end
of the day to the patrons and employees of those business. When you consider that each 3+ bedroom home will have at
least two cars, creates a glut of an additional 60+ cars passing through that property.
In addition to the unfair congestion of the commercial property at Grapevine Springs and Northwest Highway, the
increased traffic that would result on Northwest Highway would impact all Grapevine residents and those who use that
road to transit the City. At the highest traffic times of the day, a long line of cars stacks up Northwest Highway from 114
to just past Grapevine Springs. This development would add 60+ cars to that back up to create additional delays and
longer lines of traffic. That impact should be unacceptable to all of us.
The neighborhood proposed does not have extra parking spaces close to the homes to support excess cars for residents
and their guests. This almost non-existent number of parking spots increase the likelihood of cars parking illegally along
the streets which will be against the fire code for this neighborhood. But, as a variance has been submitted for to use a
private road versus public, this safety will not be monitored or ticketed. Does this not bring about safety issues for this
neighborhood if the road cannot be transited fire or safety vehicles?
Finally, on this private road, there are no turnarounds or cul de sacs proposed to allow for GCISD school buses to pick up
or drop off children should there be cars parking along the road. Children will then have to walk through this
neighborhood and through the commercial property to catch a school bus on Northwest Highway with its already heavy
traffic. This will create an unsafe environment for the children of this neighborhood that we should not allow.
I believe that my concerns and my neighbors are realistic and fair. New development in Grapevine should be good for all
ap rties and especially for long-time residents of the City. We are focused on this issue and will be watching how the
Commission and Council votes.
I believe that these concerns should give pause to the P & Z Commission and this council and should be considered in
your vote. Please vote AGAINST the zoning change of Grapevine Springs (Z23-03, PD23-02).

Hello, my name is Leslie Andre and I live at 540 Dove Creek PI in Grapevine.
I am writing to voice my opposition to the requested zoning change for Z23-03/PD23-02, Grapevine Springs.
One of my favorite things about living in this part of Grapevine is that there are still trees and green spaces.
Unfortunately, those green spaces are being threatened, forcing wildlife out of their habitats into neighborhoods,
increasing traffic and noise for residents, and lowering our property values by so densely packing people in. The
proposed development on this property will only serve to make these problems worse. It is just too close to a well -
established neighborhood and will infringe on our safety, comfort, and happiness.
Please vote against the proposed rezoning of this property.

Hello, my name is Leslie Andre and I live at 540 Dove Creek PI in Grapevine.
I am writing to voice my opposition to the requested zoning change for Z23-03/PD23-02, Grapevine Springs.
One of my favorite things about living in this part of Grapevine is that there are still trees and green spaces.
Unfortunately, those green spaces are being threatened, forcing wildlife out of their habitats into neighborhoods,
increasing traffic and noise for residents, and lowering our property values by so densely packing people in. The
proposed development on this property will only serve to make these problems worse. It is just too close to a well -
established neighborhood and will infringe on our safety, comfort, and happiness.
Please vote against the proposed rezoning of this property.
