ADJOURNMENT IN ACCORDANCE WITH ARTICLE 6252-17 , V.A.T.C.S. , AS AMENDED BY CHAPTER 227 , ACTS OF THE 61ST LEGISLATURE, REGULAR SESSION, 1969 , THE OPEN SPACE COMMITTEE AGENDA WAS PREPARED AND POSTED ON THIS THE 2ND DAY OF JULY, 1986. , "9.5110a1:1, DIRECTOR OF PARKS AND RECREATION CITY OF GRAPEVINE § COUNTY OF TARRANT § STATE OF TEXAS § The City of Grapevine Open Space Committee convened in regular meeting at 4: 30 p.m. on this the 9th. day of July, 1986 , with the following members present to-wit: Sue Burgtorf Ronnie Cook Sharron Spencer Kevin Conklin Mark Mailes, Tommy Hardy and Marcy Ratcliff of the City Staff were present. John Boyle and Adrienne Leonard, City Attorneys, were present. Mr. Joe Wright, developer of Winding Creek Subdivision, and Mr. John Powell, of Starnes and Associates were also present. The meeting was called to order by Sue Burgtorf. Under Action Items, the Committee considered a proposal of park land dedication for Winding Creek Subdivision. The subdivision has 270 lots platted, and the amount of open space proposed was 1 . 86 acres. After discussion regarding the proposed location of the open space, its land features and the feasibility of having two parks located closely together, a motion to not accept the proposed location of the open space was made by Sharron Spencer, and seconded by Sue Burgtorf. The vote was 4 to 0 to reject the location. The discussion then centered around the subject of not needing a small park to be located close to a ten acre neighborhood park such as is the case with Dove Park. Ron Cook motioned and Kevin Conklin seconded to not accept any open space within the subdivision. The vote was 4 to 0 to not accept any open space in Winding Creek. Cash in lieu of was then firmly discussed with Mr. Wright, as the members of the committee felt that improvements and expansion of existing facilities at Dove Park would better serve the residents of Winding Creek than would a relatively small park. Mr. Wright proposed a $150, 000 cash donation in lieu of a 1. 86 acre park dedication. This donation proposal is Mr. Wright' s offer, and does not reflect the City' s established policy of market value. Ron Cook motioned and Kevin Conklin seconded to recommend that the City Council accept a cash in lieu of donation. The vote was 4 to 0 for the acceptance of cash in lieu of. There being no further business, a motion to adjourn was made by Sharron Spencer, and seconded by Sue Burgtorf. All present voted aye.
