COUNTY OF TARRANT
CITY OF GRAPEVINE 1
The City of Grapevine Parks and Recreation convened in regular
meeting at 7: 30 P.M. , on this the 23rd day of June, 1977, with
the following members present to-wit:
Ron Armstrong
Jim Swinney
Thelma Conine
Larry Jobe
Fred Handy
Melvine McGrue
Bob Hart, Director/Parks and Recreation
The meeting was called to order by Ron Armstrong.
The invocation was given by Thelma Conine.
Ron Armstrong read the minutes from the March 22nd meeting. A
motion to approve the minutes as read was made by Jim Swinney and
seconded by Thelma Conine. Ron Armstrong said to save time we
Cir will include the previous minutes with agendas and waive reading
of the minutes.
Ronnie Gilbert was present to represent the Little League. He
said the Board wanted to get with Bob Hart and Ed Morley to discuss
the season and work out problems to have it go smoother next year.
Ron Armstrong stated he would like to be included in the meeting.
He also said there will be problems, but we can keep them to a
minimum. Jim Swinney said that he feels the Recreation program
and Little League will grow and both need to be more involved and
coordinated. Also that we need two new fields whenever possible.
Ron Armstrong pointed out that we made use of only about 60% of
the time spaces this year. Jim Swinney brought up the idea of
the city lighting the high school field and using it for city
programs through the summer. Fred Handy asked if it might not be
better for softball to be played on seperate nights. Jim Swinney
felt we should work up a policy on the use of the fields. Fred
Handy pointed out that he felt problems had existed for five years
411, now. Ron Armstrong said that the policy should be done but that
the Little League should not be given priority on field usage.
Ronnie Gilbert stated that the Little League was not looking for
priority, but rather looking for a written policy from which they
could plan. Jim Swinney said the Little League is approaching the
problems with reason and want to build on solid ground. Ron
Armstrong said that the Little League should prepare a letter out-
lining their feelings and come back to the park board after discussing
the problems with Bob Hart. Thelma Conine made a motion that the
Park Board work with the Little League and establish a written policy.
Larry Jobe seconded the Motion. All present voted aye.
The next order of business was the development of G.U. Pickering Park.
Bob Hart informed the Board that earthwork was to begin on July 5th.
Also that we needed to purchase equipment for the park. Bob Hart
presented the equipment he felt was needed. Ron Armstrong did not
feel a wood climber would fit in with the metal equipment. Fred
Handy asked what the alternative would be. Bob Hart stated that he
did not feel there were any good metal. Thelma Conine made a motion
to purchase the following equipment:
1. Junior Whirlwind Slide
2. Whirl
3. Timber Shelter
Co 4. Staircase Climber
5. Arch Swing
6. 2 Bleachers
7. Bicycle Rack
Jim Swinney seconded the motion. All present voted aye. Bob Hart
said he would order the equipment.
The next order of business was a report by Bob Hart on the status
of the Park Projects.
1. Senior Citizens Building - should begin by July 15th.
2. Cluck Park - the Basketball Court will be painted on June 29 & 30.
3. Heritage Park - land purchased and work will be underway and
completed in early August.
4. Dove Park - tennis courts to be lighted by July 4th. Gazebo
bids due on July 14th.
411, Ron Armstrong said he felt we needed a workshop to discuss park
development. He called a workshop meeting for June 28th at 7 : 30 P.M.
There being no further business Thelma Conine made a motion to adjourn
the meeting. The motion was seconded by Jim Swinney, and all present
voted aye. The meeting was adjourned.
