HomeMy WebLinkAbout1977-06-28 410 STATE OF TEXAS COUNTY OF TARRANT 1 CITY OF GRAPEVINE The City of Grapevine Parks and Recreation Board convened in Special meeting at 7: 30 P.M. , on this the 28th day of June, 1977, with the following members present to-wit: Ron Armstrong William Shafer Gennie McAferty Thelma Conine Melvin McGrue Jim Swinney The meeting was called to order by Ron Armstrong. He announced the City has acquired an additional 6 acres adjoining Heritage Park. The financing for a Master Plan for Grapevine Parks was not approved by the City Council so we as a Parks Board will proceed in developing our own Master Plan for each individual park. It was suggested that a theme for each park be decided upon so that development may proceed in an organized manner. There will be a need for additional work shops in the near future to aid in the development of a master plan. (,, Ron Armstrong and Bob Hart will draft a site plan showing location of present trees etc. and specific details of Heritage Park to be submitted to the Parks Board at a later date. A Motion was made by Jim Swinney that we carry out a rustic theme with wooden playground equipment in Heritage Park to blend in with the natural setting of the park. The motion was passed unanimously. A Motion was made by Gennie McAferty that a modern and contempory theme be used for Dove Park since we have recently purchased the new metal rocketship for that park. The motion was passed unanimously. A Motion was made by Thelma Conine that we set up a Park Foundation. The motion was passed unanimously. Ron Armstrong delegated Bob Hart to get detailed information concerning the foundation and proceed. Discussion followed on the printing of a brochure for the Park Foundation (a non-profit organization) . Several names were suggested and Grapevine Parks Foundation was established as the name of the foundation by all present agreeing. A motion was made by Gennie McAferty that we temporarily adjourn to set up the Parks Foundation. Motion was seconded by Jim Swinney and carried unanimously. The meeting reconvened and a Park Board meeting was set for the 4th Thursday night in July. There being no further business Thelma Conine made a motion to adjourn the meeting. The motion was seconded by Jim Swinney, and all present voted aye. The meeting was adjourned. (0, PASSED AND APPROVED, this the day of , 1977 DIRECTOR/PARKS & RECREATION DEPT. PARK BOARD CHAIRMAN • STATE OF TEXAS X COUNTY OF TARRANT X CITY OF GRAPEVINE June 28, 1977 Organizational Meeting of Grapevine Parks Foundation Ron Armstrong as acting Chairman called the meeting to order. It was decided that the same members on the Grapevine Parks Board will serve on the Board of Directors for the Grapevine Park Foundation if they desire to serve in this capacity. There will be additional directors not to exceed 14 in number. Bob Hart and Ed Morley will be voting directors also. Three vacancies will be filled from citizens of Grapevine at a later date. Directors will rotate off terms except for the Park and Recreation Dept. Directors and Park Board Officers . This will help maintain continuity and stability for the foundation. There will be two co (five member) two year terms. People from area civic organizations may be encouraged to join the foundation for a nominal membership fee. Temporary Director Appointments are: Ron Armstrong - Chairman William Shafer - Vice Chairman Gennie McAferty - Secretary Gail Gerschick Jim Swinney Thelma Conine Melvin McGrue Fred Handy Larry Jobe Bob Hart Ed Morley (► Foundation meetins will take place quarterly with special meetings thru out the year. An advantage for this foundation will be its ability to apply for grants independently from the City to help improve and develop Grapevine Parks. A Motion was made by Bob Hart to adjourn Grapevine Park Foundation. Motion passed. Meeting Adjourned. PASSED AND APPROVED, this the day of , 1977 PARK FOUNDATION CHAIRMAN TO: Grapevine Little League Association •FROM: Grapevine Parks & Recreation Department With the growing number of leagues and teams in softball and baseball the demand for field usage must be met with a logical and equal distribution of field time. The smaller participants should use the smaller field with bigger participants playing on the larger fields . Before the final field and time assignments are made a consideration must be given to the number of participants in each league. In other words a proportionate amount of field time should be given to every league. The Parks and Recreation Department feels the attached schedule for field usage by each league is fair to everyone in- volved. In addition several time slots have been left open to provide for make-up games or any additional leagues that may evolve by next season. The Little League Association has forwarded four (4) requests to the Parks & Recreation Department . __ 1) Children playing signs 2) No Alcoholic Beverage Ordinance 3) Installation of safety bumps 4) Pay telephone installed The Parks & Recreation Department has investigated the feasability of each request. The "Children Playing Signs" can be placed at strategic points where traffic and children have a high rate of contact. The alcoholic beverage ordinance has been enforced as much as possible under the present situation. The police have been notified many times when drinking has occured and been observed. Anytime a city sponsored activity is scheduled at the diamond complex, a representative of the Parks & Recreation Department will be present and has the authority to lodge a complaint with the police. It must be realized that anyone drinking alcoholic beverages must be seen holding or drinking by the police before 410 anything can be done. It should be added that when Little League sponsored activities are scheduled, that organization must accept responsibility to enforce the ordinance also. Everything that can be done, by the city police department and the city parks & recreation department, will be done in order to help curb any drinking problems that may arise. The possibility of installing safety speed bumps was in- vestigated and the following is what was discovered . The possi- bility of suit cases can arise when and if anyone incurrs damages to their car or themselves as a result of speed bumps . In addition to such problems as above, traffic engineering guideline books fail to mention the use of speed bumps as a deterrent to speeding. Considering the length of time that speed bumps would possibly be effective during ballgames versus the time no ballgames are played, justification does not seen a exist for installing them. Available information concerning the 4111, control of traffic speed, point to increased sign display of speed limits . There has never been a traffic/pedestrian related accident reported at the Oak Grove baseball complex, thus this department feels increased sign display of speed limits is sufficient to handle any speeding problems . General Telephone has been approached on the installation of a pay phone. Their initial reaction was to inquire if the pay phone would be profitable. We assured the company that the large number of patrons using the field complex would make the Cir phone pay for itself. The company as of yet has not made a decision one way or another. The Parks & Recreation Department sincerely wishes to work with the Little League Association to provide our community with a sound baseball/softball program.
