The City of Grapevine Parks and Recreation Board convened in
regular meeting at 7 : 30 P.M. , on this the 16th day of November,
1978, with the following members present to-wit:
Ron Armstrong
Neal Odle
Fred Handy
Buddy Hall
Gennie McAferty
Janie McCoy
The following staff members were present:
Kevin Conklin, Director of Parks and Recreation
Mike Colburn, Superintendent of Parks
Richard Stasney, Superintendent of Recreation
The meeting was called to order by Ron Armstrong.
The invocation was given by Gennie McAferty.
The minutes were read and approved unanimously.
Kevin Conklin reported on different programs and made a slide
presentation.
Richard gave an update on the recreation programs - adult
basketball, pee wee basketball, and volleyball.
Mike gave a presentation of the development of parks.
There was a discussion of the upkeep of the cemetery and
having a tree doctor brought in to diagnose the problems of
the oak trees there. There are several dead trees in the
cemetery now. The City currently spends about 32 man-hours
a week mowing the cemetery. Kevin said he would schedule a
meeting with the Cemetery Association as soon as possible to
discuss the upkeep and maintenance problem.
The Garden Club will have an Arbor Day Project and will be
planting a redbud tree at Heritage Park.
Kevin said that there is no water at the present time at
Pickering Park. A water tap will be made in the near future.
The park must be graded before an athletic field can be
established.
For Old Business, the Fall Festival was discussed. The Festival
was a success, and we have received several compliments about
it.
Under New Business, Kevin suggested the formation of a Youth
Sports Association for Grapevine. There currently is over-
lapping of the football, baseball, and soccer seasons. A
motion was made by Fred Handy to call a work session for the
first Thursday in December. Two board representatives from
each sport will be invited to attend to discuss with the
Board the formation of a Sports Association in Grapevine. The
motion was seconded by Janie McCoy. Passed unanimously.
The Community Development Project for Heritage Park was discussed.
The grant the City has applied for will total $5,000 . The City's
cost will be $14, 500. Construction would begin next fall, if
the grant is approved.
It was announced that the Torian Cabin dedication will be
Sunday afternoon, November 19 , 1978, at 2: 30 P.M.
There being no further business, a motion was made to adjourn

by Buddy Hall. Gennie McAferty seconded, and all present
voted aye. The meeting was adjourned.
