LOT 1, BLOCK 5, GRAPEVINE VINEYARD)
I. GENERAL:
1. Mr. Chris Frysinger, the applicant, is platting this 12.348 acre site for
proposed retail developments. This property is located on the southeast
corner of Grapevine Mills Parkway and Grapevine Mills Boulevard North.
2. The property is currently undeveloped.
II. STREET SYSTEM:
1 . This site has access to Grapevine Mills Parkway (FM 2499) and Grapevine
Mills Boulevard North.
2. The developer will be responsible for the construction of Vineyard Way,
Concord Street, Stars and Stripes Way East and a continuous right turn lane
along the Grapevine Mills Parkway frontage.
3. The required right-of-way dedications for Vineyard Way, Stars and Stripes
Way East and Concord Street were made with the previous final plat on
November 17, 1998.
Ill. STORM DRAINAGE SYSTEM:
1 . The on-site and off-site storm drainage systems must be designed in
accordance with the requirements of the City of Grapevine's Code of
Ordinances.
IV. WATER SYSTEM:
1. There is an existing 16-inch water line located within the Grapevine Mills
Parkway right-of-way and an existing 12-inch water line located within the
Grapevine Mills Boulevard North right-of-way.
2. The developer will be required to extend a looped water line through this
development to provide for his domestic and fire protection needs.
3. The existing water distribution system is adequate to serve the domestic and
11) fire protection needs of this and future surrounding developments.
V. SANITARY SEWER SYSTEM:
1. There is an existing 12-inch and 24-inch sanitary sewer line located within the
State Highway 121 right-of-way to the east of this property.
2. The developer will be required to extend a sanitary sewer system through this
development to provide for the sewer demands of this property.
3. The existing sanitary sewer collection system is adequate to serve the needs
of this and future surrounding developments.
VI. MISCELLANEOUS:
1. Water and Wastewater Impact Fees are due prior to the issuance of any
building permits. The current fee is $5,402.00 per acre.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:
1. The utility easements dedicated by this plat are necessary to provide
for public and franchised utility service to this and surrounding
developments.
2. The drainage easements dedicated by this plat are necessary to
provide for the conveyance of storm water run-off.
3. The access easements dedicated by this plat are necessary to allow
for increased vehicular mobility within this property.
B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
1. The utility easements dedicated by this plat will allow for public and
franchise utilities to serve this development and surrounding sites.
2. The drainage easements dedicated by this plat will allow for the
conveyance of storm water run-off.
3. The access easements dedicated by this plat will allow for increased
vehicular mobility within this property.
4. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
® 1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Final Plat Application of Lots 1 R, 2R and 3,
Block 1 and Lot 1 and Tract A, Block 5, Grapevine Vineyard."
