SUBJECT: FIRST PHASE / PUBLIC IMPROVEMENTS - OPRYLAND
RECOMMENDATION:
City Council consider rejecting the bid of Archer Western due to errors, awarding the
contract to J. D. Abrams in the amount of $ 7,131,613.20 for construction of Gaylord
Trail Improvements, the First Phase of Public Improvements under the Opryland TIF,
authorize staff to execute said contract, and take any necessary action.
FUNDING SOURCE:
Funds are currently available in Account # 173-72115-0001
"Notice of intention to issue City of Grapevine, Texas Combination Tax and Tax
Increment Reinvestment Zone Revenue Certificates of Obligation, Series 2000"
BACKGROUND:
The First Phase of Public Improvements consists of the main entrance road into the site
from State Highway 26, the 500 foot bridge over the Silverlake branch of Grapevine
Lake, intersection improvements and traffic signals at SH 26, the main water trunk line
serving the hotel site, ROW irrigation and landscaping. This particular package needs to
be in place before the Supplemental Public Improvement package is begun.
The Supplemental Public Improvements package will include improving Ruth Wall from
Northwest Highway to the hotel site, a box culvert and raised roadway thru the low area
north of Wildwood Drive, the Opryland Lift -station, Force -main and Trencor Trunk Line,
and the continuation of the hotel site water trunk line. This project is anticipated to begin
in late 2000 or early 2001, based upon the progress of the First Phase Project.
The engineer's estimate for this First Phase package is $ 5,983,694.

Bids were opened on Thursday, May 4, 2000 at 2:00 p.m. Three bids were received as
follows:

Archer Western advised us in writing shortly after the bid openings of a $ 1,000,000
shortfall error in their bid. Staff have reviewed this issue with the City Attorney and he
has concluded we have no choice but to reject the bid of Archer Western and award the
contract to the lowest responsible bid, J. D. Abrams in the amount of $ 7,131,613.20.
Staff recommends approval.

mistake made on our bid submittal for the above referenced project. Bid item #93 was listed as
$100,000 when it should have been $1,100,000.00.
