SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASING AGENT TO PURCHASE VARIOUS
COMMODITIES THROUGH THE TEXAS COOPERATIVE
PURCHASING NETWORK AND REGION IV EDUCATION
SERVICE CENTER
RECOMMENDATION:
City Council to consider approving a resolution authorizing the Purchasing Agent to
purchase various commodities through the Texas Cooperative Purchasing Network and
Region IV Education Service Center.
BACKGROUND:
Pursuant to the authority granted by Sections 791.001 — 791.029 Texas Local
Government Code, V.T.C.A., as amended, the City of Grapevine, Purchasing
Department desires to participate in various purchasing programs of the Texas
Cooperative Purchasing Network and Region IV Education Service Center. The City
has historically used these purchasing networks to purchase operating and electrical
supplies and other minor materials. Participation in these programs will provide cost
savings to the taxpayers of the City of Grapevine.
Staff recommends the approval of the resolution.

This agreement is effective and shall be automatically renewed unless
either party gives sixty (60) days prior written notice of non -renewal. This agreement may be terminated
with or without cause by either party upon (60) days prior written notice, or may also be terminated for
cause at anytime upon written notice stating the reason for and effective date of such terminations and
after giving the affected party a thirty (30) day period to cure any breach.
Statement of Services to be Performed:
Authority for such services is granted under sections 791.001 to 791.029 of the Local Government Code,
V. T. C. A., as amended. The purpose of this cooperative is to obtain substantial savings for member
school districts and public entities through volume purchasing.
Role of the Purchasing Cooperative
Provide for the organizational and administrative structure of the program.
2. Provide staff time necessary for efficient operation of the program.
3. Receive quantity requests from entities and prepare appropriate tally of quantities.
4. Initiate and implement activities related to the bidding and vendors selection process.
5. Provide members with procedures for ordering, delivery, and billing.
Role of the Member School District or Public Entity:
Commit to participate in the program by an authorized signature in the appropriate space below.
2. Designate a contact person for the cooperative.
Commit to purchase products and services that become part of the official products and services
list when it is in the best interest of the member entity.

4. Prepare purchase orders issued to the appropriate vendor from the official award list provided by
the Purchasing Cooperative.
5. Accept shipments of products ordered from vendors in accordance with standard purchasing
procedures.
6. Pay vendors in a timely manner for all goods and services received.
Authorization:
Region IV Education Service Center and Texas Cooperative Purchasing Network (TCPN) executed a
contract to provide cooperative purchasing opportunities to school districts and public entities.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING PARTICIPATION IN
THE PURCHASING PROGRAMS OF THE TEXAS
COOPERATIVE PURCHASING NETWORK AND REGION
IV EDUCATION SERVICE CENTER FOR CERTAIN ITEMS,
AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAID CONTRACTS AND DOCUMENTS AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, the Region IV Education Service Center is authorized to provide
purchasing services for local governments pursuant to 791.001 — 791.029 of the Local
Government Code, V.T.C.A.; and
WHEREAS, the City Council of the City of Grapevine, Texas is a local
government defined as an entity to participate in the Texas Cooperative Purchasing
Network and Region IV Education Service Center; and
WHEREAS, in accordance with the requirements of the Texas Cooperative
Purchasing Network and Region IV Education Service Center administrative rules, the
Purchasing Agent, or his designee, is authorized to execute any and all documentation
for the City of Grapevine pertaining to its participation; and
WHEREAS, the City of Grapevine acknowledges its obligation to pay
participation fees established by Region IV Education Service Center; and
WHEREAS, the City of Grapevine, Texas, is of the opinion that participation in
these programs will be highly beneficial to the taxpayers of this City through the
anticipated savings to be realized.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all of the above premises are found to be true and correct and
are incorporated into the body of this resolution as if copied in their entirety.
Section 2. That request is made to the Region IV Education Service Center to
approve the City of Grapevine for participation in the Region IV Education Purchasing
Program.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 16th day of May, 2000.
