No 0:AAGENDA\05-16-00`,WALKER F doc PLAT INFORMATION SHEET FINAL PLAT LOTS 1-22, BLOCK 1 AND LOTS 1-10, BLOCK 2, WALKER ESTATES GENERAL: 1. Mr. Robert Schneeberg, the applicant, is platting this 12.7796 acre site for the proposed development of a single-family residential subdivision. This property is located approximately 800 feet north of Hall -Johnson Road on the west side of Parr Road. 2. The property is currently developed as a single family residence with an accessory structure (barn). Il. STREET SYSTEM: 1. This site has access to Hall -Johnson Road via Parr Road. 2. The developer will be responsible for constructing the street system internal to this property. 3. The increased width right-of-way dedication proposed for the intersection of Walker Place and Parr Road has been reviewed by the Fire Department and v Police Department for their ability to provide emergency services. III. STORM DRAINAGE SYSTEM: The on-site and off-site storm drainage systems must be designed in accordance with the requirements of the City of Grapevine's Code of Ordinances. 2. The property is naturally separated into two individual drainage areas. The front drainage area flows toward Parr Road and the rear drainage area flows to the storm drainage system in the Greenbriar Estates Subdivision. IV. WATER SYSTEM: 1. There is an existing 6 -inch water line located within the Parr Road right-of- way to the east of this property and an existing 8 -inch water line located to the south of this property within the Harvestwood Court right-of-way. 2. The developer will be required to extend a looped water line through this property to provide for the domestic and fire protection needs of this development. 3. The existing water distribution system is adequate to serve the domestic and fire protection needs of this and future surrounding developments. V VI M IV SANITARY SEWER SYSTEM: 1. There is an existing 10 -inch sanitary sewer line located within the Parr Road right-of-way to the east of this property and an existing 8 -inch stubout provided from the Greenbriar Estates subdivision. 2. The existing sanitary sewer collection system is adequate to serve the needs of this and future surrounding developments. MISCELLANEOUS - 1 • Water and Wastewater Impact Fees are due prior to the issuance of any building permits. The current fee is $1,897 per lot. 2. The developer will be responsible for paying his prorata portion of the upsized drainage system downstream of this property within the Greenbriar Estates Subdivision. 3. Open Space. Fees are due prior to the plans being stamped "Released for Construction". The current fees are as follows. R-12.5, Single Family Residential: $1,071.00 per lot R-20.0, Single Family Residential: $ 807.00 per lot STATEMENT OF FINDINGS.- A. INDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of storm water run-off. 3. The right-of-way dedicated by this plat is necessary to provide for the development of the surrounding transportation system. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat will allow for the conveyance of storm water run-off. 3. The right-of-way dedicated by this plat will allow for the development of the surrounding Transportation system. 4. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION - The members of the City Council and The Planning & Zoning Commission consider the following motion: Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lots 1-22, Block 1 and Lots 1-10, Block 2, Walker Estates."
