ENGINEERING SERVICES CONTRACT
City Council to consider awarding a contract for engineering services to Montgomery
Watson Inc., for design of an odor control system in an amount not to exceed $29,000,
authorize the City Manager as signatory, and take any necessary action.

BACKGROUND:
The Fellowship Church is located in North East Grapevine adjacent to the Hilton sewage
Lift Station. The lift station was constructed in the early 1980s when the DFW Hilton
Hotel was constructed and serves as the main sewage conveyance mechanism for the
entire area. It pumps sewage to the Grapevine Wastewater Treatment Plant.
The Fellowship Church is in the process of expanding and has purchased land that
completely encompasses the lift station. They have found the odors generated by the
lift station to be of an offensive nature and have requested that the City reduce the
nuisance.
Staff contracted with Montgomery Watson Inc. to perform an odor control study for the
lift station. Various odor control methods were investigated including chemical
treatments, activated carbon filtration, package biofiltration and custom biofiltration.

The custom biofiltration process was recommended. Ease of operation, aesthetics,
utilization of land space, life cycle cost and effectiveness were criteria utilized in the
selection.
The custom biofiltration system is a below ground structure that houses a biologically
active bacteria which reduces the hydrogen sulfide gas to a non -detect odor state. The
bacteria are harbored on a tree mulch media and a ventilation system draws the odors
from the lift station and pumps them into the structure where reduction occurs. The
project will be constructed by Public Works staff to assure a quality and timely product.
Montgomery Watson Inc. has a vast amount of experience in designing and managing
the construction activities of this type of project. The engineer will design and provide
construction phase services for the project for a fee of $29,000.
Staff recommends approval of the contract in the amount of $29,000.

RE: Hilton Lift Station Biofilter Design and Construction Services Proposal
Dear Mr. Singleton:
Enclosed is our proposed Scope of Services and Fee for the design and construction phase
services of the biofilter for the Hilton Lift Station as recommended to in our Letter Report
dated March 2000. Our Scope of Services is based on the discussion we had with you on
April 10, 2000. It is our understanding that the design effort is limited to the effort
required to prepare drawings and individual technical specifications to allow the City of
Grapevine to construct the biofilter "in-house". It is not the intent of the City to prepare
bid documents, advertise, and bid the project.
Additionally, we will assist the City during the constriction of the biofilter by making site
visits as required to oversee the work. We will also assist in the selection and review of
equipment and materials required for the project.
Based on this effort we were able to reduce or estimated design fee of S53,000 per the
Letter Report to $23,000 (see attached spreadsheet). This equates to approximately 18
percent of the estimated d construction cost. Furthermore, is has allowed us to eliminate
some of the detail that is required in a typical set of bid documents and therefore reduced
the total number of drawings to 7. The estimated Fee for construction services is $6,000
as described in the attached scope of services and estimated manhour projections.
The total proposed fee for design and construction services is $29,000.

Scope Of Work
Montgomery Watson agrees to prepare drawings and specifications to allow the City of
Grapevine to construct their own biofilter. Additionally, Montgomery Watson will assist
in the construction of the biofilter by providing the following services. The work will
include the following:
1.1 Project Mana eg ment
MW will manage the project using MW project management tools to assure the
project stays on schedule and within budget.
1.2 Drawings
MW will prepare drawings (24 x 36) that provide the City of Grapevine sufficient
information and detail for them to construct the biofilter "in-house". The drawings
will not be "Bid Ready". It is estimated a total of 7 drawings will be required.
1.3 Specifications
MW will prepare technical specifications for all equipment and materials required
for build the biofilter. The specifications will not be "Bid Ready".
1.4 Cost Estimate
MW will prepare a final cost estimate. The estimate will include prices for all
equipment and material required for the biofilter.
1.5 QA/QC
All work prepared by MW will be reviewed by an inhouse expert in the field of
biofilter design.
1.6 Construction Services
MW will assist the City during the construction of the biofilter. This includes site
visits, phone conversations, and review of equipment and materials to be
purchased for the biofilter. It is estimated that a site visit will be required during
the following construction activities: lining installation, piping layout, media
placement, blower installation, start-up, smoke testing, and 3 miscellaneous visits.
TIME FOR COMPLETION
The Engineer agrees to start work immediately following written authorization by
Director or his designee to proceed immediately following execution of this proposal.
The Engineer will submit the 90% complete drawings and specifications to the City
within 60 calendar days of receipt of a Notice to Proceed letter from the City.
COMPENSATION
The ENGINEERING SERVICES FEE shall provide compensation for all work included
in this proposal. The basis for compensation shall be lump sum. The total maximum
ENGINERING SERVICES FEE shall be Twenty Nine Thousand Dollars
($29,000.00). (see attached spreadsheet)
