A copy of the bid tabulation is attached for review. FUNDING SOURCE: Account 174-74004-010 St. Maint/Capital Replacement/Fire Alarm ........... $38,305.00 BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021, 252.0215, and 252.022. This bid was advertised in the Fort Worth Star Telegram and the Grapevine Sun on April 6, 2000 and April 13, 2000. The bid was opened and the bid results were read publicly aloud on April 28, 2000 at 2:00 P.M. This bid is for the installation of a fire alarm system in the City Service Center and the Animal Control Shelter. The specifications provided by Facility Services called for an Edwards Technology System as an acceptable manufacturer. The Edwards System is currently used in other City facilities. The standardization of systems represents a cost effective control for parts interchange and training. The specifications of the bid also required any bidder who did not quote the Edwards System to list all exceptions and variances to the Edwards System at the time of bid submittals. The two lowest bids, Protection Controls and Grinnell Fire, did not bid the Edwards System, both supplying a list of exceptions and variances. Neither of these bids meets the specification requirements of the Edwards System and would not be cost effective because of parts interchange and training.
