intersection of Main Street and Murrell
Airport Board ("DFW") does not support the proposed final plats.
The two areas of proposed residential development are situated inside DFW's 60 dBA DNL noise contour
according to the Airport's Official Noise Contour and located less than three statute miles from the ends of
our primary departure and arrival runways. Given the proposed construction of the west runway, it is
anticipated that the area will be subject to routine and regular overflights of aircraft operating at DFW Airport
in the future.
Given these factors, the DFW Airport Board does not support the two proposed residential developments at
this site. However, in the event the City determines the project and its location are in the City's best
interest, the Airport Board strongly recommends the following conditions of approval:
1 _ Dedication of an avigation easement on the property naming the DFW International Airport Board and
the Cities of Dallas and Fort Worth using language to be provided by DFW,
2. The City require mandatory building shell noise reduction be incorporated into the building design, noted
on the final building plans, and verified during the building inspection process.
3. The City require a minimum building shell design of 25 NLR (Noise Level Reduction).

PLAT INFORMATION SHEET
FINAL PLAT
LOTS 13-64, BLOCKI AND LOTS 22-83, BLOCK 2,
THE VILLAS AT SILVER LAKE ESTATES
I. GENERAL:
1. Mr. Martin Schelling, the applicant, is platting this 25.341 acre site for the
proposed development of a single-family residential subdivision. This
property is located on the northeast corner of North Main Street and Murrell
Road.
2. The site is currently undeveloped.
II. STREET SYSTEM:
1. This site has access to Dove Loop Road, a Type "B" Arterial on the
Thoroughfare Plan.
2. The developer will be responsible for constructing the street system internal
to this property.
3. During the review of the City Council and Planning and Zoning Committee,
a need for a secondary access was determined. Tract A, Block 1, has been
reviewed by the Fire Department and Police Department for emergency
access.
III. STORM DRAINAGE SYSTEM:
1. The property naturally flows west to east toward Lake Grapevine.
2. On-site and off-site drainage systems must be designed in accordance with
the City of Grapevine's Code of Ordinances.
IV. WATER SYSTEM:
1. There is an existing 6 -inch water line located within the North Main Street
right-of-way to the south and Murrell Road right-of-way to the west of the
property.
2. The developer will be required to extend a looped water line through this
property to provide for the domestic and fire protection needs of this
development.

3. The existing water distribution system is adequate to serve the development
of this site.
V. SANITARY SEWER SYSTEM:
There is an existing 36 -inch sanitary sewer line located within right-of-way of
the existing Dove Loop Road. The developer will be responsible for
constructing a sanitary sewer system to this line.
2. An easement will need to be dedicated when an actual site location is
determined in the design phase. The developer is proposing to construct a
sanitary sewer lift station on a tract north of Lot 57, Block 1. This is to
transmit the sanitary sewer from a low area back to the gravity trunk main.
This lift station will collect the flow from Silver Lake Estates Phase 1 and The
Villas at Silver Lake Estates through undeveloped land. The proposed 8 -
inch gravity sanitary sewer line will cross a future phase of this development
and will therefore require an offsite easement to be dedicated at this time.
3. The existing sanitary sewer collection system is adequate to serve the
development of this site.
VI. MISCELLANEOUS:
Water and Wastewater Impact Fees are due prior to the release of Building
Permits. The current fee is $1,897.00 per lot.
2. Park land commitments will be dedicated prior to construction drawings being
stamped "Release for Construction", in lieu of Open Space Fees. Park land
dedication will be accompanied by a Warranty Deed.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:
The utility easements dedicated by this plat are necessary to provide
public and franchised utility service to this and surrounding
developments.
2. The drainage easements dedicated by this plat are necessary to
provide for the conveyance of storm water run-off.
3. The right-of-way dedicated by this plat is necessary to provide for the
development of the surrounding transportation system.

B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
1. The utility easements dedicated by this plat will allow public and
franchise utilities to serve this development and surrounding sites.
2. The drainage easements dedicated by this plat will allow for the
conveyance of storm water run-off.
3. The right-of-way dedicated by this plat will allow for the development
of the surrounding transportation system.
4. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
VIII. RECOMMENDATION:
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve the
Statement of Findings and the Final Plat Application of The Villas at Silver
Lake Estates."
