Mr. Martin Schelling, the applicant, is platting this 19.075 acre site for the proposed development of a single-family residential subdivision. This property is located north of Dove Loop Road and east of North Main Street. 2. The site is currently undeveloped. II. STREET SYSTEM: 1. This site has access to Dove Loop Road, a Type "B" Arterial and North Main Street, a Type "F" Collector. 2. The developer will be responsible for constructing the street system internal to this property. 3. During the City Council and Planning and Zoning Commission review of the zone change on April 18,2000, a need for a secondary emergency access was finalized. Tract A, Block 1, has been set aside as this emergency access and has been approved by the Fire Department and Police Department for emergency access. III. STORM DRAINAGE SYSTEM: 1. This site drains east toward Lake Grapevine. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 20 -inch water line located within the Dove Loop Road right-of-way and the Murrell Road right-of-way to the west of the property. 2. The developer will be required to extend a looped water line through this property to provide for the domestic and fire protection needs of this development. SANITARY SEWER SYSTEM: There is an existing 36 -inch sanitary sewer line located approximately 150 - feet south and 100 -feet east of the corner of North Main Street and Murrell Road. 2. The developer is proposing to construct a sanitary sewer lift station on the northwest corner of The Villas at Silver Lake Estates development. This lift station will collect the flow from Silver Lake Estates Phase 1 and The Villas at Silver Lake Estates through undeveloped land. The proposed 8 -inch gravity sanitary sewer line will cross a future phase of this development and will therefore require an offsite easement to be dedicated at this time. 3. The existing sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: Water and Wastewater Impact Fees are due prior to the release of Building Permits. The current fee is $1,897.00 per lot. 2. Park land commitments will be dedicated prior to the construction drawings being stamped "Release for Construction", in lieu of Open Space Fees. Park land dedication will be accompanied by a Warranty Deed. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of storm water run-off. 3. The right-of-way dedicated by this plat is necessary to provide for the development of the surrounding transportation system. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: O:AG ENDA\07-18-00\Si1verLakePH.1 _F.doc 1. The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat will allow for the conveyance of storm water run-off. 3. The right-of-way dedicated by this plat will allow for the development of the surrounding transportation system. 4. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Silver Lake Estates Phase 1."
