This letter confirms on December 13, 2023 the Historic Preservation Commission approved
with conditions #CA23-80 for the property addressed 324 Ruth Street, legally described as
Block 6, Lot 4, D. E. Box Addition, City of Grapevine Texas. The following was approved on
this Certificate of Appropriateness. -
Foundation plan for the existing pier and beam house and the new pier and beam
additions to the house, regarding Certificate of Appropriateness #CA23-45 previously
approved by the Historic Preservation Commission at the July 26, 2023 for new
additions to the Historic 1953 Wayne Goodenough House;
as per attached plans with the condition a Building Permit be obtained from the
Building Services Department.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit @/ is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA23-80 for the property located at 324 Ruth Street,
legally described as Block 6, Lot 4, D. E. Box Addition, Grapevine, City of Grapevine, to
the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of
Ordinances), as amended for the following items-
1. Foundation plan for the existing pier and beam house and the new pier and beam
additions to the house, regarding Certificate of Appropriateness #CA23-45
previously approved by the Historic Preservation Commission at the July 26, 2023
for new additions to the Historic 1953 Wayne Goodenough House;
as per attached plans with the condition a Building Permit be obtained from the
Building Services Department.
BACKGROUND:
Certificate of Appropriateness application #CA23-80 was submitted on November 28,
2023 by the applicant Grant Kirchhoff for foundation construction plans for the existing pier
and beam house and the new pier and beam additions to the house.
Following the approval of #CA23-45 at the July 26, 2023 HPC Meeting the Kirchhoff's
consulting engineer recommended a slab on grade foundation be used for both the
existing 1,310 square foot pier and beam house and the new addition. This would result in
full demolition of the Goodenough House. This approach had not been approved by the
Commission as the approval was for a renovation and addition to the original pier and
beam house.
Historic Preservation and Building Services Department staff met with the Kirchhoff family
at the site regarding the condition of the existing foundation of the Goodenough house and
plans for the new addition previously approved by the Historic Preservation Commission at
its July 26, 2023 meeting.
Following these meetings with City Staff and their structural engineer the Kirchhoff's have
revised their plans and returned to a pier and beam foundation system for the house and
addition. Their plans and a PowerPoint Presentation are attached with this memo.

Pre -Construction Meeting Notes — December 20, 2023

A Pre -Construction meeting was held in the first floor Grapevine City Hall board room on
Wednesday, December 20, 2023, at 1:04 p.m., for the property located at 324 Ruth Street.
Present were David Klempin, Historic Preservation Officer; Sallie Andrews, Acting
Historic Preservation Secretary; Scott Lavelle, Building Official; Grant Kirchhoff, Property
Owner; and Keith Barnes, Builder. Mr. Klempin distributed copies of #CA23-45 and #CA-
23-80 for reference. He stated that we are here today to sign forms for the Historic
Preservation and Building Department.
Mr. Klempin explained that the Pre -Construction meetings were started by City Manager
Bruno Rumbelow and City Attorney Matthew Boyle. They are to make sure that everyone
understands what is required to properly complete a building project. He stated that
everyone thought they were clear, but they weren't. These meetings make a big
difference. On behalf of the Historic Preservation Commission members, Mr. Klempin
thanked Mr. Kirchhoff for changing the foundation plan. He stated that notes are taken
of this meeting and will accompany the signed forms. This is a required meeting of all
parties which brings mutual understanding. There are penalties or fines if something goes
wrong, and we do not want that to go that far.
Mr. Klempin explained that any additional changes to this landmarked property require
another Certification of Appropriateness (CA) with elevations. If something is not in the
approved CA, turn in another CA. We can have several CA's working at once. If staff
can approve, Mr. Klempin will write an approval letter. Doors will need to be approved.
Mr. Barnes stated that windows and shingles need to be ordered. Mr. Klempin asked to
receive the actual window schedule before they are ordered. He urged Mr. Barnes to
proceed in the correct order. Any other changes have to come back to Mr. Klempin first,
then he will work with the Building Department.
Mr. Klempin stated that Mr. Barnes is responsible for the historic materials that are
removed and stored. Mr. Barnes stated that there will be a storage pod on site for storing
historic materials. Mr. Klempin stated that the contractor must notify all employees of red
line changes; this is the contractor's responsibility. Any changes to approved plans have
to go to a meeting (this could take 60 days). Mr. Barnes said they have been working on
this project since July. Mr. Klempin stated that our business hours are 8 a.m. to 5 p.m.
for the Historic Preservation Department (Mr. Klempin, Mrs. Vanderpool, Mrs. Andrews).
They may call Mr. Klempin at 817-455-4422 (cell) right away if something comes up — the
sooner the better. Mr. Barnes stated he would notify Mr. Klempin of any changes
immediately.
Mr. Klempin asked Mr. Kirchhoff and Mr. Barnes to sign the Pre -Construction Meeting
Agreement for the Historic Preservation Department and explained that it is part of the
permanent record for the project. #CA-23-45 and #CA-23-80 (for the pier and beam
foundation) were stamped for the folder. Mr. Klempin also made Mr. Kirchhoff's
presentation notes (attached) part of the record. Mr. Klempin signed the agreement
indicating that he had gone over everything.
Scott Lavelle presented the Building Department's agreement. Mr. Lavelle asked if there
are things yet to be submitted; Mr. Barnes stated that he believes he has turned in
everything. Everything is the same, and they have told how they are going to preserve
historic materials. Discussion followed on leaving the front walls and cutting them back
a little further, then taking them down. They will bring a pod on site for historic materials.
They will take off the interior sheetrock to see where they are, then there will be a little
overlap of what is there. They did not want to move the house to do foundation work.
They need to inspect the row of piers that is left. A moisture barrier will be added to the
front wall.
Mr. Lavelle stated that the address of the property must be legible and visible from the
street. Construction project hours are 7 a.m. to 7 p.m. Monday through Saturday; no work
can be done on Sunday. Nothing can be covered up until the work is inspected. A copy
of the City approved plans must be kept on site. If a request comes in before 7:30 a.m.,
inspection can be done the same day. Surveys showing the easements and a setback
survey are required. There will no inspections of the foundation until the set back survey
is approved. They must have the survey approved before pouring the garage floor.
Mr. Barnes stated that they are having a pool built at the same time. A hole for the pool
will be dug after the framing is complete. Mr. Lavelle stated that there are drainage issues
that can affect the Certificate of Occupancy (C.O.) for the house. If a pool is being built,
timing must be worked out to be congruent. There can be no official final approval until
all drainage is approved. There must be a drainage plan submitted for the house. The
pool company will also do a pool drainage plan. Mr. Lavelle stated there can be no
changes without approved revised plans. These changes must go to Mr. Klempin first
and then to Mr. Lavelle. Any Historic Preservation Commission approved changes have
to go back through the Historic Preservation Commission, and this can take 60 days.
There must be written approval from Historic Preservation and Public Works/Engineering,
to get the final Certificate of Occupancy. All work must be completed before a C.O. is
given. Sod must be in place. Mr. Barnes asked if all sod has to be in place. Mr. Lavelle
stated that he needs to give the pool company the target completion date. The pool and
the building need to end (be completed) at the same point. Mr. Barnes stated that Claffey
Pools is building the pool, and that they are a good local -area company. Discussion
followed about fencing around the pool. Mr. Lavelle stated that they have to have a fence
barrier. Fencing around the property was discussed, including temporary fencing. Mr.
Lavelle stated that the day occupancy is requested, don't show up for a permit; get the
permit first.
Discussion followed on waste; Republic Waste is the only waste company that can be
used. Gregg Moss is in the City's environmental department and can help get Republic
scheduled. Port -a -potties are required. Parking for subcontractors is required on the
project site (or public street). Mr. Lavelle stated that they must keep a clean site and keep
sub -contractors from interfering with neighbors. Tree protection was discussed (orange
mesh fencing). Trees must be protected for the area "under the canopy." Cars should
not be parked under the trees. All-weather access must be given for first responders to
be able to get to the house. Mr. Lavelle explained that this property has a lot of public
people who live nearby who have political influence. Mr. Barnes stated that he will visit
the neighbors and give them his card.
Discussion followed about getting the permit so work could begin. Mr. Lavelle stated that
he will look at the status after the meeting, visit with Larry Gray and will let them know.
Mr. Barnes stated that the asbestos abatement has been done. Mr. Lavelle stated that
they cannot do anything with the trees until they get a building permit. There must be a
tree inspection; do not remove any trees first. They need to meet with Arnoldo first and
that all tree protection should be in place. Mr. Lavelle stated that they have to have the
site plan there — and to mark all trees within five feet of the building. Trees that are 3
inches or less in diameter at the 3 feet height level can be removed. Hackberry and
cottonwood trees are not protected. Mr. Barnes stated that there is one tree in the pool
area (footprint).
Discussion followed on whether they could have two construction entrances on the
property; it was agreed they could. An entrance from Worth Street is needed for the
foundation work and the pool work. Discussion followed on cutting curbs and the use of
construction rock; Mr. Lavelle stated they could cut the curb and that construction rocks
should be placed the same distance as the natural approach to the street. The sidewalk
can also be cut, but construction rock must be put in because the sidewalk must be put
back.
The use of silt fence was discussed. Mr. Lavelle stated that nothing can erode onto the
street. Water has to go somewhere; the Public Works department will handle this issue,
and Gregg Moss with Environmental will also be involved. Discussion followed about not
having mud on the sidewalks, especially since the property is close to Faith Christian
School. Mr. Barnes stated that he will give Amy Kirchhoff his card to take to the school.
Discussion followed on asphalt shingles which will be removed, and construction fencing.
Mr. Lavelle stated to make getting the permits, tree inspection and fencing the first priority.
(Developing a timeline showing the construction process and the pool construction —
ending on the same date — would be key in order to get a timely Certificate of Occupancy.)
Mr. Barnes stated that this meeting was very beneficial. Mr. Klempin urged Mr. Barnes
and Mr. Kirchhoff to use staff like a resource.
