C. LUCAS ADDITION (Being a Replat of Lot 9, Block 6, W. C. Lucas Addition and an unplatted tract) Mr. Jaime Rangel, the applicant, is platting this site to subdivide the existing Lot 9, Block 6, W. C. Lucas Addition and an adjacent unplatted tract into three lots. 2. This 1.7606 acre site is located on the east side of Dove Road, approximately 400' north of Autumn Drive. 3. There is currently an existing house on the existing Lot 9. This house was approved on December 7, 1999 to be moved to different location within the City of Grapevine. II. STREET SYSTEM: 1. This site has access to Dove Road to the west. 2. Dove Road is designated on the Master Thoroughfare Plan as a Type "E" Collector (4 lanes, undivided within a 75' right-of-way). Improvements to Dove Road to a 4 lane street were completed in 1975. This property is dedicating approximately 10' of right-of-way along Dove Road for the future construction of sidewalks. III. STORM DRAINAGE SYSTEM: 1. Farris Branch runs south to north along the east property line of this site. These lots drain east directly into Farris Branch. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 10" water line in Dove Road. 2. The existing water distribution system is adequate to serve the development r of these lots. V. SANITARY SEWER SYSTEM: There is an existing 12" sanitary sewer line running south to north near the east side of this property. 2. The existing and proposed sanitary sewer collection systems are adequate to serve the development of this site. VI. MISCELLANEOUS: Water and Wastewater Impact Fees are due for Lots 9R-2 and 9R-3 prior to the release of Building Permits. (Present Fee is $1,626.00 per lot) 2. Open Space Fees are due in the amount of $2,142.00 (Lots 9R-2 and 9R-3 at $1,071.00 per lot). V11. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The utility easements dedicated by this plat are necessary to provide for public and franchised utilities to serve these lots and surrounding development. 2. The right-of-way dedication is necessary to provide for sidewalks, utilities, and street improvements to serve this site and surrounding development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The utility easements dedicated by this plat are consistent with the City's policy of easement dedication along property lines. 2. The right-of-way dedication is consistent with the Master Thoroughfare Plan and the City's sidewalk requirements. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lots 9R-1, 9R-2, and 9R-3, Block 6, W. C. Lucas Addition."
