Higgins -Hilliard House, c. 1946 512 Estill Street Photo c. 2002 The original 1050 square foot house was built in 1946 in the minimal traditional style. This post-war house, rec- tangular in plan, featured a side gable roof with a projecting front porch. The centered front door was flanked by two windows on each side. The end walls of the house contained paired windows. The house is sheathed in It No. 105 wood siding popular in the 1940s. ((�� Higgins -Hilliard House, c. 1946 After 2003 Renovations 512 Estill Street Photo c. 2016 In 2003 the previous owner renovated the front of the house, removing the original porch and replacing it with a much larger porch extending the length of the house. A new front door with side lights was installed and windows to the right of the front door were combined into a paired unit. A hip roof was added, connecting the new porch to the existing gable roof. New porch railings were added with lattice screening below. Overlay alu- minum siding was added to the front facade. This house was identified in 1998 by the Texas Historical Commission as a contributing structure to the Col- lege Heights Neighborhood of the Historic Grapevine Township District. kC:'P4 I�-01i If 16. Historical Statement of historical and cultural significance. Include: cultural influences, special events and imp ortantpersonages, influences on neighborhood, on the city, etc. Lots 3 and 4 were originally owned by two significant community leaders and Main Street businessmen, C. J. Wall and D. E. Austin. Both Mr. Wall and Mr. Austin were pharmacists who operated drug stores on Main Street. C. J. Wall's drug store was located at 320 S. Main and was in operation in the late 1800s until 1917 when it was sold to another pharmacist, John Spinks. 320 South Main was later the location of Mayor William D. Tate's first law office and then Messina's Shoe Repair. Mr. Austin's drug store was located at 424 S. Main Street and was in operation from the 1910s until the 1930s. D. E. Austin Drug Store was where the town's "jitney stand" was located. Behind the drug store was Dr. E. C. Bechtol's office. The house was built on lot 3 and 4 in 1946 by the Higgins family and was later occupied by the Hilliard family for 18 years. Lot 5 was owned in 1945 by Mrs. Annie Trice who was a member of the Lucas family. Other people of note who owned this lot were W. R. Hilliard who was a farmer and member of the musical Hilliard family (fiddlers). W. R. (Bill) attended the Donald School when he was not working on his father's farm (his parents were Rus- sell and Sarah Melvina Stephenson Hilliard). The Hilliard farm is now under Lake Grapevine. The owners of this property had important roles in the development of Grapevine as it transitioned from an agricultural community to a recreation destination with the construction of the Grapevine Dam and Reservoir. 17. BACKGROUND: On January 27, 2016 the Grapevine Historic Preservation Commission approved Historic Landmark overlay #HL15-11 for the House at 512 Estill Street. The property is located in the College Heights Addition of Grapevine, Texas. The minimal traditional house was built in 1946 by the Higgins family; and later occupied by the Hilliard family for 18 years. On April 28, 2016 owner Daniel Shipman submitted #HL16-07 application requesting the Historic Overlay #HL15-11 for 512 East Texas Street be removed from the property. He said he applied for the historic overlay for the property with a separate CA for demolition of the original house and construction of a replacement home for his family. At the meeting the Commission approved Historic Landmark overlay #HL15-11 for the property. The Commission tabled CA15-107 to allow the owner to develop a new plan to keep the original house. This case was tabled to the March and April meetings. At the April meeting the owner requested the case be withdrawn so a new proposal could be presented at the May 25, 2016 upcoming meeting of the HPC. #HL15-11 had not gone before the Planning & Zoning Commission and/or the City Council for ratification. On April 29, 2016 the owner submitted two new proposals for the property, meeting the requirements of the 2013 Historic Preservation Ordinance for non-landmarked properties. #CA16-48 was submitted on April 28, 2016 for the replat of lot 3 and 4 into one lot with the renovation and an addition to the original house as per the attached plans. #CA16-49 to replat Lot 5 to include 10 feet of Lot 4 and a new period style house as per WHistoric Preservation Commission\CAs\2016 HL\HL16-07.4 060316.doc June 3, 2016 (11:55AM) the attached plans.
