SUBJECT: PRESENTATION RISK MANAGEMENT PLAN
BACKGROUND:
The United States Environmental Protection Agency (EPA) promulgated rules that
require entities that store and utilize hazardous chemical substances draft a plan to
protect workers and adjacent neighbors in the event of an accidental release. The
Grapevine Water Treatment Plant falls under this regulation due to the onsite storage of
chlorine utilized in the water treatment process for disinfection. Montgomery Watson
Consulting Engineers assisted the City in drafting the Risk Management Plan.
The Water Treatment Plant is located below the Lake Grapevine Dam @ 2600 Fairway
Dr. Risk management planning and chemical safety have always been a high priority at
the Grapevine Water Treatment Plant. The EPA Rule has required a specific format and
this public presentation. Our facility has an excellent safety record. The plant began
operation in the mid 1950s and there has never been an uncontrolled release of a
hazardous chemical.
Emergency response measures are in place in the event of a chlorine leak. Automatic
leak detection sensors notify plant operators of the existence of a leak. The Grapevine
Fire Department is immediately notified and will coordinate response efforts and are
trained to stop the release. Plant operators are state certified and have received specific
training for the safe use of chlorine and the plant is manned twenty four hours per day.
Risk management planning and chemical safety at Grapevine facilities is nothing new
but as a result of this process our plans have been strengthened, reformatted and filed
with the federal government.
