PRELIMINARY PLAT
•TS 1 - 3, BLOCK 1, FARHATBROTHERS WEST ADDITION
I. GENERAL:
1. David C. Dick, the applicant, is platting this site for the development of three
commercial lots.
2. This 3.969 acre site is located at the northwest corner of Grapevine Mills
Parkway (FM 2499) and Grapevine Mills Boulevard North.
3. The site is currently undeveloped.
II. STREET SYSTEM:
1. This developer is proposing two right -in/ right -out access drives to Grapevine
Mills Parkway (FM 2499) to the east and one right -in/ right -out access drive
to Grapevine Mills Boulevard North to the south.
2. Grapevine Mills Parkway (FM 2499) is a 6 lane divided highway with a right -
turn lane along the frontage of this site. Grapevine Mills Boulevard North is
a 4 lane divided street. Improvements to Grapevine Mills Parkway (FM 2499)
and Grapevine Mills Boulevard North were completed with the construction
of the Grapevine Mills Mall.
3. Cross access may be required with the property to the west. This issue will
be determined with the final plat and/or site plan submittal.
4. Right-of-way for improvements to Grapevine Mills Boulevard North was
dedicated by H/A Grapevine Joint Venture with the construction of the
Grapevine Mills Mall.
111. STORM DRAINAGE SYSTEM:
1. The majority of this site drains northeast into an existing storm drain system
in Grapevine Mills Parkway.
2. The developer is proposing to extend storm drainage from the existing inlets
along Grapevine Mills Parkway to serve the site drainage for this project.
3. The developer will be required to design for on site as well as offsite drainage
in accordance with the City of Grapevine Code of Ordinances.
IV. WATER SYSTEM:
There is an existing 16" water line along the north side of Grapevine Mills
Boulevard North and the west side of Grapevine Mills Parkway.
2. The developer will be required to extend an onsite water distribution system
to minimize the taps onto the 16" main.
3. The existing and proposed water distribution systems are adequate to serve
the development of this site.
V. SANITARY SEWER SYSTEM:
There is an existing 8" sanitary sewer line on the east side of Grapevine Mills
Parkway. There is also a 15" sanitary sewer line crossing Grapevine Mills
Parkway approximately 700' north of this site. Either of these existing
systems is adequate to serve this development.
VI. MISCELLANEOUS
1 This site participated in the H/A Grapevine Joint Venture Master Utilities
project in 1995 and is exempt from the Water and Wastewater Impact Fees.
VII. STATEMENT OF FINDINGS:
A. The City has determined that the right-of-way required to be dedicated for
streets, utilities, drainage and other municipal needs and services are
consistent with the City's ordinances and master plan, are reasonable and
are connected to the proposed project in the following manner:
The proposed utility easements are necessary to provide public and
franchised utility networks to serve this development and future
development in the vicinity.
2. The proposed cross access easements are necessary to provide
better traffic circulation to this site and adjacent development.
B. The City further finds that the required dedication is related both in nature and
extent to the impact of the proposed development as follows:
The proposed utility easements are consistent with the City's policy of
easement dedication for public and franchised utilities.
2. The proposed cross access easements are in accordance with the
City's standards for cross access.
3. All of the dedications benefit the development to at least the extent of
the impact of such on the development.
1. The members of the City Council and The Planning & Zoning Commission
consider the following motion:
"Move that the City Council (Planning and Zoning Commission) approve
the Statement of Findings and the Preliminary Plat Application of Lots 1 —
3, Block 1, Farhat Brothers West Addition."
