MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
AND PLANNING AND ZONING COMMISSIONERS
FROM: ROGER NELSON, CITY MANAGm
H.T. HARDY, DIRECTOR OF DEVELOPMENT SERVICES
MEETING DATE: FEBRUARY 1, 2000
SUBJECT: CONDITIONAL USE APPLICATION CU99-73 — GREEN TRADE
CENTER
RECOMMENDATION:
Staff recommends the Planning and Zoning Commission and City Council consider the
applicant's request to table this conditional use request until the March 7, 2000 joint public
hearing.
BACKGROUND INFORMATION:
This conditional use permit was tabled at the January 18, 2000 joint public hearing at the
request of staff. Staff recommended the tabling of this request to ensure that right-of-way
for East Northwest Highway is secured from the property owner of the subject property by
separate instrument as a condition of the platting process. The applicant's submittal was
in no way deficient; however, it was in the City's interest to hold this case until the right-of-
way for East Northwest Highway was dedicated.
The right-of-way in question has been secured; however, the applicant is now requesting
that the case be tabled to the March 7, 2000 joint public hearing.

PRESENT ZONING AND USE:
The property is currently zoned "PID" Planned Industrial Development District and is
vacant.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was rezoned from 1-1" Light Industrial District to "PID" Planned
Industrial Development District in the 1984 Citywide rezoning. The property to the west
was rezoned from "I-1" Light Industrial to "PID" Planned Industrial Development District in
the 1984 Citywide Rezoning. The property to the north was rezoned from 1-1" Light
Industrial to "LI" Light Industrial District in the 1984 Citywide rezoning. It was developed
as Harris Graphics prior to the rezoning. Trencor took over this property in 1984. A
variance request BZA94-08 approved the expansion of the existing building and allowed
a variance to the City's masonry requirements. Conditional Use Request CU95-11
(Ordinance No. 95-34) allowed the development of a 120 foot by 200 foot concrete storage
pad to the east of the existing building. Conditional Use permit CU97-66 amended the
approved site plan of CU95-51 (Ordinance 95-35) to allow for the installation of a
monument sign with changeable copy, a concrete storage area for compliance with
TNRCC (Texas Natural Resources Conservation Commission) regulations, a concrete pit
for testing machinery, a twenty (20) foot by twelve (12) foot display area. The property to
the south was rezoned from 1-1" Light Industrial District to "Ll" Light Industrial District in
the 1984 Citywide Rezoning. Council approved conditional Use Permit CU97-70, allowing
freight forwarding on the property to the south. Council later approved Conditional Use
Permit CU98-51, revising the approved site plan of CU97-70. The property to the east was
rezoned from "R-1" Single Family District to "DFW" Dallas/Fort Worth Airport District in the
1984 Citywide rezoning. This property was later rezoned to "GU" Governmental Use
District in 1989 (Z89-11).

AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The proposed freight forwarding warehouse
development is an appropriate use in this noise zone.
The Master Plan designates the subject property as an Industrial land use. The proposed
freight forwarding warehouse development is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates East Northwest Highway as a Type C Minor Arterial,
with a minimum 80 foot right-of-way developed as 4 lanes with a center left -turn lane.
