SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
PACKETCLUSTER MOBILE SOFTWARE
RECOMMENDATION:
City Council to consider approval of a resolution to declare Cerulean Technology, Inc. a
sole source for the purchase of PacketCluster Mobile Software and associated support
in an amount not to exceed $23,850.00
FUNDING SOURCE:
Funds for this purchase are available in the following account:
325-48860-209-2 Lease Fund/Police/Uniform Ops/Machinery & Equipment..$23,850.00
BACKGROUND:
This purchase will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).
The PacketCluster software will be loaded on twelve new computers in Police patrol cars
and is the same software currently running in nine other cars. The software allows
officers to run warrant and driver's license checks from the patrol car. The Police
Department has successfully used this software for approximately two years.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF
PACKETCLUSTER SOFTWARE; DETERMINING THAT THE
ITEMS ARE AVAILABLE FROM ONLY ONE SOURCE AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, Cerulean Technology, Inc., is the sole provider of PacketCluster Mobile
Software; and
WHEREAS, City of Grapevine Staff have been unable to locate anyone except
Cerulean Technology, Inc. who produce PacketCluster Mobile Software.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase, installation, and operational training for the PacketCluster Mobile Software and
associated support not to exceed $23,850.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of the authorized equipment, installation and
training services provided in Section 2.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1st day of February, 2000.
