SUBJECT: CONSIDER AMENDMENTS AND CHANGES TO THE
COMPREHENSIVE MASTER PLAN (1974-1994, UPDATED 1987) OF
THE CITY OF GRAPEVINE ORDINANCE (87-11), AS FOLLOWS:
SUBSECTION E., FUTURE LAND USE, OF SECTION IV., LAND USE
TO REVISE ZONING DISTRICTS CONSISTENT IN CORRESPONDING
FUTURE LAND USE CATEGORIES
BACKGROUND:
The Comprehensive Master Plan Subcommittee met on October 11 and 27 and discussed
several amendments to Subsection E., Future Land Use, of Section IV., Land Use of the
Comprehensive Master Plan (table). The full Commission was briefed on the proposed
changes at their meeting on November 21 and again at a joint meeting with the City Council
on November 27.
ISSUES:
The table was adopted in 1993, which established the William D. Tate/State Highway 121
Corridor Study as an amendment to the Comprehensive Master Plan. The table was a text
amendment to help explain how zoning and land use are reflected in the graphic form of a
map. The table shows how staff determines if a zone change request is considered
appropriate within the property’s designation based on density and use. The last
amendment to the table was in 2017 when the Community/Mixed Use (C/MU) future land
use category was created and 733.10 acres of the city were designated within five areas.
The proposed changes to Subsection E., Future Land Use, of Section IV., Land Use are an
attempt to bring back the requests from November 2022 in a smaller, incremental manner
and begin with the table first.
The second paragraph in Subsection E., Future Land Use has also been updated to a
tabular format and reflects the colors assigned to each future land use category in practice
on the official Map 2: Land Use Plan (also known as the Future Land Use Map), and found

Below are proposed revisions depicted in a strikethrough/underline format to show deletions
and insertions:
Subsection E., Future Land Use of Section IV., Land Use of the Comprehensive Master
Plan
Map 2 is the Land Use Plan for the City of Grapevine, and is the graphic representation of
the goals, objectives and policies of the City of Grapevine, as adopted by the City Council.
The land use policies establish the reasoning and set the design standards of the type,
amount, and density of development shown on the map. The land use patterns of the map
cannot be achieved without adopted policies directed toward that end, and when the map is
in conflict with the policies, the map should be revised to meet those policies. Likewise,
when a development proposal is in conformance with the polices but in conflict with the map,
it is in accordance with the Comprehensive Plan as the map is nothing more than a graphic
representation of those policies.
Map 2 as a graphic representation denotes the land uses with colors. The land designations
are divided by density and use. The color yellow represents residential low density (0
through 4 units per acre) land use. Tan represents residential medium density (over 4 units
through 12 units per acre) land use. Brown represents residential high density (over 12 units
through 20 units per acre) land use. Green represents governmental land use. Fuchsia
represents the central business district land use. Light pink represents low intensity
commercial land use. Red represents commercial land use. Blue represents industrial land
use. Blue with black slash marks represents industrial/ commercial land use. Purple
represents recreational/amusements. Below is a chart denoting what the zoning districts are
designated.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AMENDING ORDINANCE NO. 87-11,
THE COMPREHENSIVE MASTER PLAN 1974-1994,
UPDATED 1987, OF THE CITY OF GRAPEVINE, TEXAS,
ADOPTING AN AMENDMENT TO SUBSECTION E.,
FUTURE LAND USE, OF SECTION IV., LAND USE;
PRESERVING ALL OTHER PORTIONS OF THE
COMPREHENSIVE MASTER PLAN; PROVIDING A
CLAUSE RELATING TO SEVERABILITY; DETERMINING
THAT THE PUBLIC INTERESTS, MORALS AND GENERAL
WELFARE DEMAND A ZONING CHANGE AND
AMENDMENT THEREIN MADE; PROVIDING A PENALTY
OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND

WHEREAS, on September 15, 1981, after public notice and hearing, the City
Council of the City of Grapevine, Texas (the “City”) adopted the Comprehensive Master
Land Use Plan 1974-1994, Updated 1980 by the passage of Ordinance No. 81-61; and
WHEREAS, on February 17, 1987, after substantial study, public hearings and
meetings of the City were conducted, the City Council prepared and adopted the
Comprehensive Master Plan 1974-1994, Updated 1987 by passage of Ordinance
No. 87-11; and
WHEREAS, on December 15, 1987, the City Council adopted the Revised Map 2:
Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 87-93 to be used as a guide to manage the growth and
development of the City; and
WHEREAS, on November 16, 1993, the City Council adopted an amendment to
Map 2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by
passage of Ordinance No. 93-55; and
WHEREAS, on April 5, 1994, the City Council adopted an amendment to Map 2:
Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 94-27; and

WHEREAS, on March 21, 1995, the City Council adopted an amendment to Map
2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 95-20; and
WHEREAS, on February 1, 2000, the City Council adopted an amendment to Map
2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 2000-09; and
WHEREAS, on October 17, 2000, the City Council adopted an amendment to Map
2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 2000-108; and
WHEREAS, on January 21, 2003, the City Council adopted an amendment to Map
2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 2003-08; and
WHEREAS, on July 19, 2005, the City Council adopted an amendment to Map 2:
Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 2005-57; and
WHEREAS, on May 15, 2007, the City Council adopted an amendment to Map 2:
Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 2007-26; and
WHEREAS, on January 15, 2008, the City Council adopted an amendment to Map
2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 2008-07; and
WHEREAS, on June 23, 2008, the City Council adopted an amendment to Map 2:
Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by the
passage of Ordinance No. 2008-31; and
WHEREAS, on September 16, 2008, the City Council adopted an amendment to
Map 2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 by
the passage of Ordinance No. 2008-51; and
WHEREAS, on January 17, 2017, the City Council adopted an amendment to Map
2: Land Use Plan of the Comprehensive Master Plan 1974-1994, Updated 1987 the
passage of Ordinance No. 2017-005; and
WHEREAS, after substantial study, joint workshops, public hearings and
meetings, the City Council and Planning and Zoning Commission finds and concludes
that it is in the best interest of the public and in support of the health, safety, morals and
general welfare of the City that an amendment to Map 2: Land Use Plan of the
Comprehensive Master Plan 1974-1994, Updated 1987 be adopted and used as a guide

to manage the growth and development from the effective date of the adoption of this
ordinance forward; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all of the above premises are found to be true and correct and
are incorporated into the body of this ordinance as if copied in their entirety.
Section 2. That Ordinance No. 87-11, as amended, passed by the City Council
on February 17, 1987, which adopted the Comprehensive Master Plan 1974-1994,
Updated 1987 of the City of Grapevine, Texas is hereby amended by the adoption of an
amendment to Subsection E., Future Land Use, of Section IV., Land Use attached hereto
and made a part hereof as Exhibit "A."
Section 3. That the Comprehensive Master Plan 1974-1994, Updated 1987,
Map 2: Land Use Plan and Comprehensive Master Plan Land Use Categories, a true and
correct copy of which is on file with the City Secretary of the City of Grapevine, Texas, is
hereby adopted by the City of Grapevine, Texas and from the effective date of the
adoption of this ordinance forward shall be used as an amendment to the Map 2: Land
Use Plan and Comprehensive Master Plan Land Use Categories of the City.
Section 4. That the terms and provisions of this ordinance shall be deemed to
be severable and that if the validity of the zoning affecting any portion of the tract or tracts
of land described herein shall be declared to be invalid, the same shall not affect the
validity of the zoning of the balance of the tract or tracts of land described herein.
Section 5. Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not
to exceed two thousand dollars ($2,000.00) and a separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
Section 6. The fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
