RESOLUTION FOR ENVIRONMENTAL GRANT
OPPORTUNITIES
Staff recommends the City Council approve a resolution authorizing the City Manager to
enter into agreements with the North Central Texas Council of Governments
(N.C.T.C.O.G.) for a grant relating to "Organic Diversion through Vermicomposting". The
grant application has been approved in the amount of $18,000 (see attached resolution.)
FUNDING SOURCE:
The City of Grapevine will contribute a total of $55,400 in in-kind services from City staff,
equipment, and supplies. An expenditure and revenue account will be set up for the
reimbursable grant.
BACKGROUND INFORMATION:
Organic Diversion through Vermicomposting
Over the last five years, the City of Grapevine has taken a leading role in creating
composting education and action programs for the NCTCOG area and the State of
Texas. One of the most exciting elements has been the growing interest in worm
composting for the disposal of food and organic waste. Initially funded by a $9,900
NCTCOG grant in 1995, the Grapevine Worm Project has evolved into The Earthworm
Institute dedicated to spreading the features and benefits of vermicomposting to cities
and schools across the state.
Additional program development is necessary in order to meet the increased demand for
vermicomposting information across the 16 county NCTCOG region. The grant will allow
for a five part program to educate classroom teachers in this leading vermicomposting
project. The program will greatly enhance the amount of resources and the access to
information on vermicomposting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING
STAFF TO PROCEED WITH THE EXECUTION OF A NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENT GRANT TO
LOCAL GOVERNMENTS FOR AN ORGANIC DIVERSION
PROGRAM AUTHORIZING THE CITY MANAGER OR HIS
DESIGNATED REPRESENTATIVE TO ACT AS THE CITY'S
CHIEF EXECUTIVE OFFICER, AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE
CITY'S PARTICIPATION IN THE MUNICIPAL SOLID WASTE
REDUCTION DEMONSTRATION PROJECT; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City has identified needs related to solid waste reduction and
minimization; and
WHEREAS, funding of the Organic Diversion through Vermi-Composting Program
will assist in educating the citizens of Grapevine on vermi-composting; and
WHEREAS, it is in the public's best interest that the City apply for funding under the
1999 North Central Texas Council of Governments (NCTCOG) Solid Waste Reduction
Grant program in cooperation with and financed through the Texas Natural Resource
Conservation Commission (TNRCC).
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters set forth in the preamble to this resolution are true and
correct and are incorporated into the body of this resolution as if copied in their entirety.
Section 2. That the City endorse an application approved for funding under the
NCTCOG Solid Waste Reduction Program and in cooperation with and financed through
the TNRCC.
Section 3. That the City Council supports the activities as set forth in said
application.
Section 4. That the City Council directs and designates the City Manager or his
designated representative as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with this grant and the City's participation
in the Solid Waste Reduction Grant Program.
Section 5. That this resolution shall become effective from and after the date of
its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of February, 2000.
