No 0:\AGENDA\02-15-00\GVOFFPRK FIN.doc PLAT INFORMATION SHEET FINAL PLAT LOT 1, BLOCK 1, GRAPEVINE OFFICE PARK 1. Mr. Martin Schelling of Wright Development, the applicant, is platting this site for the development of an office building campus. 2. This 20.328 acre site is located on the north side of Northwest Highway, across from Northwest Plaza. 3. The site is currently undeveloped. ll. STREET SYSTEM: 1. This site has access to Northwest Highway to the south. 2. Northwest Highway is a five -lane, undivided street within a 100' right-of-way. Improvements to Northwest Highway were completed in December, 1999. 3. This 20 acre site will be served by three driveways to Northwest Highway. The westernmost drive is a shared drive with the recently developed Hubbell Dentist Building. The middle drive, also being the main drive to this development, aligns with one of the main driveways to Northwest Plaza to the south. The last drive at the east is necessary since cross access was not provided with the development of Rose Plaza. The drive approaches for the three driveways were constructed with the Northwest Highway Project. 4. There is no additional right-of-way required at this time. III. STORM DRAINAGE SYSTEM: 1. This site primarily drains into Farris Branch West that runs southwest to northeast through the middle of this site. A small strip along the east side of this tract drains to the adjacent Tillary tract. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1 There are existing 8" water lines on both the north side and south side of Northwest Highway. 2. The developer is proposing to extend an 8" water loop through this site. The layout of this water system will depend on the future needs and configurations of the buildings. 3. The developer will be required to construct a water distribution system adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: I There is an existing 8" sanitary sewer line stubbed to this site near the southeast corner from the Rose Plaza site. There is also a 12" sanitary sewer line running southwest to northeast across this site along Farris Branch West. 2. The existing sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the release of Building Permits. (Present Fee is $4,606.60 per acre) VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1 The utility easements dedicated by this plat are necessary to provide for public and franchised utilities to serve this site and adjacent development. 2. The on site sanitary sewer easements are necessary to provide sanitary sewer to this site and surrounding development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows:! 1 The utility easements dedicated by this plat are consistent with the City's policy of easement dedication where public and franchised utilities would be located. 2. The on site sanitary sewer easement has been dedicated in accordance with the Master Wastewater Plan. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: JLH/mcf N ■ "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lot 1, Block 1, Grapevine Office Park."
